About This Role: - Directs, plans, develops, implements, and evaluates a series of programs addressing the clinical needs of youth and their families with mental health, substance use, and co-occurring disorders
- Administers, reviews, and makes recommendations for revision of policies and procedures
- Oversees and applies for State and Federal Grants
- Oversees Contracts/MOUs
- Participates in planning and promotion of clinical standards and protocols and resolution of organizational problems
- Manages senior clinical staff on a day-to-day basis
- Assures coordination of client services with other Community Services programs and divisions
- Allocates program resources based on State Performance Contract and/or community priority
- Forecasts program needs, proposes and prioritizes program budget requests
- Augments program resources by submission of grant applications as appropriate and directed by Division Manager
- Conducts recruitment, selection, supervision and evaluation of senior clinical staff and oversees the same functions of less senior program staff
- Provides training on a variety of subjects
- Consults with Leadership Team when program and/or administrative decisions are made, and is responsible for ethical and cultural competency of the program
- Represents the Community Services in liaison, leadership, and advocacy roles in the community and state organizations.
- Establishes and oversees administrative and clinical procedures for the programs to meet objectives set by the Executive Director, CS Board and regulatory agencies
- Monitors personnel management of Program staff and makes recommendations regarding any personnel actions to the Division Manager.
- Analyzes and provides program data, reports, correspondence, surveys, and information regarding State and County performance measures, accreditation, licensure, Medicaid standards, and quality assurance
Minimum Requirements: - Master's degree in social work, psychology, counseling, or related human services field
- 8 years of experience in a comprehensive behavioral healthcare delivery system
- 3 years supervisory and managerial experience at a CSB or government agency
- Virginia state license (LCSW, LPC, or licensed clinical psychologist)
Preferences: - Experience overseeing clinical and administrative services for community-based programs
- Experience providing clinical and administrative supervision to a team of clinical staff at a CSB or other government agency
- Experience overseeing and developing programs, policies, and procedures in adherence with local, state, and federal regulations, including Medicaid
- Knowledge and experience with evidence-based treatment for ACT, Coordinated Specialty Care, and/or Forensic populations
Special Requirements (if applicable): - Candidate must be licensed in Virginia as an LPC or LCSW
- Must possess a valid driver's license
- Must pass DMV record check
- Must pass TB test
- Offer of employment is contingent upon the candidate passing a fingerprint-based National Criminal History Record Check
- Child Protective Services Requirements: Effective 1999, mandated by the Department of Behavioral Health and Developmental Services 12VA35-105-400 rules and Regulations for Licensing Providers by the Department of Behavioral Health and Development Services related to Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglected maintained by the Department of Social Services.
