Full Job Description
The Behavioral Health Partnerships Manager, West Coast is a business development role responsible for expanding awareness of and referral pathways to EOSIS Utah adolescent programs, with primary focus on California. The position develops strategic relationships with school districts, student services and special education teams, children's hospitals, adolescent behavioral health treatment providers, child and adolescent psychiatrists, and other professionals who help families and school systems identify appropriate assessment and treatment resources for youth.
This role requires a strong working understanding of school systems and the ability to engage district-level and school-based stakeholders in a consultative, solutions-oriented manner. The Educational Partnerships Manager will help education partners understand how EOSIS Utah programs may support students whose behavioral health, neurodevelopmental, emotional, or functional needs are interfering with school attendance, academic progress, graduation, or successful participation in the school environment.

Working closely with the broader Business Development team, admissions, clinical leadership, and marketing, this position develops territory strategy, identifies high-value partnership opportunities, educates referral partners on program fit and referral processes, and supports a responsive experience from initial relationship development through referral and admission. While California is the primary market, the role may also support strategic growth initiatives in other western markets, including Washington, Oregon, Colorado, and Arizona.

The primary goal of this position is to maintain existing and build durable institutional partnerships, increase qualified referrals to EOSIS Utah programs, and position EOSIS as a trusted resource for school systems and professionals seeking appropriate behavioral health assessment, stabilization, residential treatment, education, and transition support for adolescents.
Pay: $80,000 - $115,000 Annually

Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Develops and executes a strategic business development plan for California and other West Coast markets, with emphasis on school districts and other priority adolescent referral verticals.
  • Builds relationships with district and school-based stakeholders, including SELPA placement coordinators, special education leaders, student services teams, school social workers, school psychologists, counselors, administrators, attendance and truancy teams, and other professionals involved in student support and placement.
  • Engages children's hospitals, adolescent treatment programs, child and adolescent psychiatrists, therapists, care managers, educational consultants, and other referral partners who serve youth with complex behavioral health or educational needs.
  • Develops a working map of priority districts, agencies, systems, decision-makers, referral pathways, funding considerations, and placement processes within the assigned territory.
  • Uses knowledge of school systems to connect EOSIS services to district priorities (funding and educational) and student needs, including school attendance, engagement, graduation readiness, academic functioning, and successful return to the educational environment.
  • Educates referral partners on the EOSIS Utah continuum, including assessment and stabilization, residential treatment, specialized neurodevelopmental programming, education, and transition services, as well as program fit, admissions criteria, and referral pathways.
  • Conducts in-person and virtual meetings, presentations, district trainings, site visits, conferences, and other relationship-building activities to increase awareness and strengthen referral partnerships.
  • Identifies opportunities for district-level agreements, preferred-provider relationships, resource partnerships, educational presentations, and other scalable approaches that expand access beyond individual referral relationships.
  • Partners closely with admissions, clinical, academic and business development teams to facilitate timely communication, appropriate referral handoffs, and a high-quality experience for referring professionals, families, and school partners.
  • Collaborates with marketing to develop education-focused messaging, collateral, campaigns, events, and thought-leadership opportunities tailored to school and adolescent behavioral health audiences.
  • Monitors referral activity, conversion trends, market intelligence, competitive dynamics, and territory performance to refine strategy and prioritize high-opportunity accounts and markets.
  • Maintains accurate and timely documentation of accounts, contacts, activities, opportunities, referrals, and follow-up plans in the organization's CRM and other required systems.
  • Represents EOSIS professionally and ethically in all external interactions and maintains appropriate boundaries between business development activity and clinical, educational, or placement decision-making.
  • Maintains current knowledge of relevant behavioral health, education, special education, and adolescent treatment trends that affect referral and placement patterns in the assigned markets.
  • Travels regularly throughout California and periodically to other western markets and EOSIS Utah programs as business needs require.
  • Ensures confidentiality and compliance with organizational policies, HIPAA requirements, applicable privacy standards, and all laws and regulations governing referral development and business practices.

Skills & Qualifications

REQUIRED QUALIFICATIONS Experience:
  • Minimum of 3 years of experience in business development, outreach, admissions, placement, student counseling/student services, care coordination, or a similar relationship-driven role within education or behavioral health.
Skills, Knowledge, and Abilities:
  • Demonstrated understanding of K-12 school systems and the roles of district-level and school-based teams involved in student support, special education, behavioral health, attendance, and placement decisions.
  • Ability to develop relationships with senior and frontline stakeholders and navigate complex organizations with multiple decision-makers and referral pathways.
  • Knowledge of adolescent behavioral health and the ability to learn and communicate program indications, levels of care, referral criteria, and treatment pathways with credibility.
  • Strong consultative business development mindset with demonstrated ability to build a territory, develop a pipeline, advance relationships, and translate outreach activity into qualified referrals.
  • Excellent interpersonal, written, and verbal communication skills, including confidence delivering formal presentations to professional audiences.
  • Strong organization, follow-through, and ability to independently manage a geographically broad territory with competing priorities.
  • Comfort using CRM platforms, data, and performance metrics to document activity, manage accounts, identify opportunities, and guide territory strategy.
  • Ability to collaborate effectively across business development, admissions, marketing, clinical, and operational teams.
  • Reliable independent transportation and ability to travel frequently within California, with periodic overnight and out-of-state travel.
PREFERRED QUALIFICATIONS
  • Prior professional experience working within a California school or school district in special education, student services, counseling, social work, school psychology, attendance/truancy, or a related function.
  • Current or prior California credential or licensure as a special education educator, school social worker, school counselor, school psychologist, or related school-based professional.
  • Experience as a residential treatment placement specialist, nonpublic school/nonpublic agency placement professional, or other district-level role responsible for identifying or coordinating higher levels of support for students.
  • Existing professional relationships with California school districts, county offices of education, children's hospitals, adolescent behavioral health providers, educational consultants, or child and adolescent psychiatry practices.
  • Experience with adolescent residential treatment, psychiatric stabilization, therapeutic schools, neurodevelopmental services, or other specialized youth services.
  • Bachelor's degree in education, special education, social work, psychology, counseling, marketing, communications, business, or a related field; advanced degree a plus.
  • Experience using a CRM such as HubSpot or Salesforce.
