Full Job Description
The Behavioral Health & Addiction Services (BHAS), Division Manager position will provide supervision in the development, implementation, and coordination of evidence-based, or evidence informed injury prevention, risk reduction, substance use and behavioral health programs. Guides the development and intervention of policy, system and environmental change strategies, processes and protocols, that support community-based substance free, healthy living. The Division Manager (DM) will oversee the development, coordination and facilitation of the agency's community-based behavioral health and substance use disorder (SUD) prevention, risk reduction, and crisis intervention and diversion (CID), outreach programs and initiatives. The DM will identify evidence-based or evidenced informed best practices to address mental/behavioral health, SUD disparities, and social determinants of health. This position assists with writing, editing, and collecting documentation to assure full compliance with all grant deliverables and deliverable outcomes and assists with identifying and approving grant expenditures. Duties include: • Provides administrative support and supervision to staff for monitoring performance, provides training to teach new skills and coaches to improve performance. • Provides guidance, support, and oversight for BHAS Section grant application's, grants management, and grant budgets. • Provides supervision, guidance and oversight, for the BHAS risk reduction programs, risk reduction vending machines, community outreach, mobile outreach van, naloxone distribution and first responder programs. • Utilizes management tools in the development and monitoring of program activities, including partner outreach, program service planning and delivery, for community-based partner organizations. • Works toward implementing the agency strategies and goals; inclusive of equity, the strategic plan, community health assessment, and community health improvement plan. • Offers guidance and support in identifying resources that support addressing social determinants of health; Identifying barriers to care and services in areas such as but not limited to; education, transportation, housing and understanding procedures and language barriers. • Determines resources required for projects and the most feasible and cost-effective methods to gather data; develop work plans; assign priorities and time limits. • Conducts quality improvement reviews; develops and implements action plans to improve effectiveness and efficiency of staff. • Assists in the planning and implementation of operational procedures and provides programming management with continuous feedback about operations. • Attend local internal/external events, meetings and trainings to stay abreast of the most innovative approaches and disseminate related information within the community and agency. • Manages section budget and continuously researches grant or other opportunities to increase section revenue. • Responsible for the expansion and development of a comprehensive Risk Reduction Mobile Unit, works collaboratively across divisions to manage use and maintenance of the mobile unit. • Other related duties as assigned. Requirements: • Master's degree with a focus in public health, social work, addiction services, or public administration and at least 4 years' work experience in a public health ore equivalent agency. • 4 years leadership experience, including direct supervisory experience; grants management and grants writing experience required. • Licensed Independent Social Worker, or Chemical Dependency/Addiction Services required. • Ohio Driver's License • BHAS: Education in social work, social services, injury prevention, addiction, public health or public administration • Budgeting experience preferred Hiring Wage Range: $37.76/hour - $45.31/hour.
