Overview

The Business Development / Capture Specialistis responsible forsupporting the identification, qualification, and capture of strategic growth opportunities within the federal government marketplace. Thispersonassistsin developing customer and partner relationships, conducting market and competitive analysis, and supporting business development and capture activities throughout the opportunity lifecyclefrom early qualification through proposal submission and award support.This individualpossessesa foundational understanding of federal procurement processes, customer engagement strategies, market intelligence, and capture management methodologies. This individual works collaboratively with business development, operations, contracts, and proposal teams to support strategic growth initiatives and competitive positioning efforts.

Responsibilities
  • Support the development and maintenance of business relationships across the federal government marketplace toidentifyand pursue growth opportunities.
  • Conduct market research and competitive intelligence analysis to support opportunity identification and strategic positioning activities.
  • Monitor and assess procurement forecasts, market trends, customer requirements, and emerging technologies relevant to organizational growthobjectives.
  • Assistin the development of account plans, market penetration strategies, opportunitywinstrategies, andpartnering approaches.
  • Collaborate with capture managers, proposal teams, and operational leadership to support development of compliant and competitive solutions.
  • Support capture planning activities, including SWOT analyses, competitive landscape assessments, customer research, and opportunity qualification efforts.
  • Contribute to strategic analysis activities supporting the business development lifecycle, including capture planning, proposal development, and post-submission support.
  • Develop reports and analysis related to pipeline health, market conditions, customer trends, and business development opportunities.
  • Maintain and support the business development pipeline, ensuringtimelyandaccurateopportunity tracking and reporting.
  • Coordinate with contracts, operations, and proposal teams to support alignment between customer requirements and organizational capabilities.
  • Assistin the development of white papers, capability statements, presentations, proposals, and other business development materials.
  • Monitor developments within the federal marketplace, including acquisition trends, contract vehicles, policy updates, and competitor activities.
  • Recommend process improvements and strategic enhancements based on market research and business analysis.
  • Identifyopportunities toleverageautomation and AI-enabled tools to improve market research, reporting, and operational efficiency while ensuring responsible use.
  • Independently manage assigned tasks and contribute to solutions for business development and capture-related challenges under moderate supervision.
  • Support cross-functional teams in strategic growth and capture initiatives.
Qualifications
  • Bachelor27s degree in Business, Marketing, Communications, Government, or a related field; equivalent experience may be considered.
  • 5 6 years of experience supporting business development,capturemanagement, strategic growth, or federal contracting initiatives.
  • Experience working within the federal government contracting environment preferred.
  • General understanding of the federalacquisitionlifecycle, procurement processes, and contract vehicles.
  • Experience supporting market intelligence, competitor analysis, opportunity qualification, and account planning activities.
  • Experience supportingproposaland capture efforts for federal opportunities.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills, including experience developing business development artifacts and proposal content.
  • Ability to manage multiple priorities and work collaboratively in a fast-paced environment.
  • Familiarity with CRM and pipeline management tools such as Salesforce, GovWin, or similar platforms.
  • Strong collaboration and stakeholder engagement skills across technical, operational, and management teams.
  • Knowledge of Shipley Capture Processes preferred.
Target Pay RangeThe below listed pay range for this position is not a guarantee of compensation or salary. The final offered salary will be influenced by a host of factors including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
