Description
The EMS Operations Battalion Chief is a full-time, non-exempt, hourly leadership position that reports directly to the Deputy Chief of Operations. This role is responsible for the daily coordination and supervision of assigned EMS personnel, ensuring the department's operational readiness and consistent delivery of high-quality service.

Qualifications
  1. Education and Experience:
    1. Associates degree required.
    2. Bachelor's degree in public safety leadership, EMS, or healthcare highly preferred.
    3. Board certification required within one (1) year of hire (CCEMTP, FP-C, CCP-C).
    4. One (1) year experience in an EMS supervisory role preferred.
    5. Two (2) year previous experience as an EMS Field Training Officer (FTO) preferred.
    6. Three (3) years previous experience as a paramedic preferred.


  1. Certificates, Licenses, Registrations:
    1. Valid Missouri Class "F" driver's license.
    2. Valid Missouri Paramedic License.
    3. Must maintain continuous AHA Basic Life Support (BLS) Certification, AHA Advanced Cardiac Life Support (ACLS) Certification, and Pediatric Advanced Life Support (PALS) certification.
    4. Pre-Hospital Trauma Life Support (PHTLS) certification or Advanced Trauma Life Support (ATLS Audit) within six (6) months of hire.
    5. Must have the following National Incident Management System certifications: ICS100, ICS200, IS700, IS800.
    6. Must obtain ICS 300, ICS 400 within one (1) year of hire.
    7. Must be currently certified through a standard Emergency Vehicle Operations Course (EVOC), or similar standard.
    8. Ability to obtain and maintain Cole County Pre-Hospital Provider Certification.

Essential Duties and Responsibilities
  1. Operations:
    1. Responds to EMS calls and assists with coordination of patient care and manage on-scene EMS operations.
    2. Observe the performance of assigned EMT's and Paramedics and keep the Training Division appraised of all concerns regarding quality improvement and patient care. Responsible for documenting and addressing any areas of concern or in need of improvement.
    3. Ensures that Cole County EMS policies and standards are adhered to.
    4. Continually evaluates EMS operational readiness, effectiveness of service, as well as overall outcomes. Keeps the Deputy Chief apprised of important developments or recommendations for improvement.
    5. Participates in regular staff meetings and provides input relative to EMS operations.
    6. Displays a positive, self-motivated, professional demeanor, and promotes the mission, vision of Cole County Emergency Services.
    7. Monitors radio traffic and operations activity during the shift and provides coordination as indicated.
    8. Inspects assigned stations, crews, and vehicles on a frequent basis and assigns work in areas needing improvement.
    9. Communicates with crews and other officers to maintain situational awareness.
    10. Provides feedback to employees through regular coaching and performance evaluations.
    11. Administers corrective action and/or positive reinforcement as needed.
    12. Advises employees of performance concerns and/or positive actions via coaching, training, or counseling.
    13. Coordinates with the Logistics Chief to perform minor vehicle, radio, or computer troubleshooting. Reassigns vehicles as necessary.
    14. Conducts daily audit of (ePCR) to ensure initial patient care was appropriate. Review will also ensure demographics, scene, treatment, billing, and operational data is complete and appropriate.
    15. Manages scheduling of crews and keep appropriate logs of scheduling data.
    16. Assesses fatigue level of crews and performs appropriate mitigation.
    17. Conducts internal investigations in relation to assigned personnel. Provides status updates to command staff to include initiation/complaints, major developments, and recommended outcomes.
    18. Documents and performs corrective actions up to and including written warnings without prior approval. Escalation of the discipline policy should include notification of senior command staff.
    19. Conducts controlled substance audits weekly or as required. If discrepancies are noted, responsible for initial investigation and notification of senior command staff.
    20. Performs incident command functions at emergency scenes.
    21. Assumes all other duties as assigned by the Chief of Emergency Services or designee.


  1. Personnel
    1. Maintains daily work schedule. Ensures EMS policies are adhered to regarding staffing and employee schedules.
    2. Initiates and participates in after action reviews when necessary.
    3. Instructs and/or monitors on-duty in-service training and assists the Training Division with coordination of training events.
    4. Performs professional development with subordinate members. Areas of emphasis include leadership, operational readiness, and scene management.

PHYSICAL DEMANDS

The employee must be able to perform the essential functions of this position, with or without reasonable accommodation.

This role requires the ability to maintain a high level of physical fitness to carry out essential EMS and rescue functions. Duties involve sitting, standing, walking, running, climbing, balancing, crawling, crouching, kneeling, stooping, and reaching in a variety of environments and situations. The employee may be required to lift, carry, drag, push, or pull individuals and equipment weighing up to 180 pounds with assistance, and occasionally more during emergency operations. Essential tasks include performing continuous chest compressions, moving patients in confined or hazardous spaces, and operating stretchers, gurneys, and other transport devices over uneven terrain and obstacles.

The position requires work in hazardous and unpredictable environments, including the ability to wear and operate in personal protective equipment such as turnout gear and respiratory protection for extended periods of time. Sufficient cardiovascular and musculoskeletal conditioning is necessary to perform rescues, climb ladders, and manage heavy tools or equipment under physically and emotionally stressful conditions.

Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus in low light, smoke, or other reduced visibility conditions. Hearing must be adequate to distinguish radio traffic, alarms, and verbal instructions in high-noise environments.
WORK ENVIRONMENT

Operations personnel work primarily in uncontrolled and potentially hazardous environments. Employees may be exposed to extreme weather conditions, hazardous materials, infectious diseases, smoke, fire, noxious fumes, loud noises, vibration, poor visibility, and other dangerous or stressful circumstances. Operations may take place at heights, in confined spaces, on uneven terrain, or in and around moving traffic and heavy equipment.

The position routinely requires response to emergency situations where exposure to emotionally charged, traumatic, or life-threatening circumstances is common. Employees are expected to wear and operate in protective clothing and equipment, including turnout gear, helmets, gloves, and respiratory protection, for extended durations.

The work environment is highly dynamic and may involve extended or irregular hours, rotating shifts, and mandatory recall during large-scale incidents or disasters. The employee must be able to maintain effective performance and decision-making under physical, mental, and emotional stress.
