Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. The Bureau of Monitoring and Consulting Services conducts monitoring reviews of County Family Services agency programs. Training and technical assistance is also provided to the County Department of Job and Family Services agencies concerning federal and state compliance.

What You Will Do

As the Audit Manager for County Monitoring in Western Ohio, you help county agencies stay in compliance with federal rules and state requirements. You work with the Section Chief to make sure monitoring reviews are completed on time. You also guide and support county agencies by answering questions, offering training, and providing technical help.

You directly supervise five external auditors. You lead their daily work, review their monitoring reports, and ensure they follow audit standards and federal guidelines. You oversee monitoring reviews for Family Service agencies in Western Ohio, including County Departments of Job and Family Services (CDJFS), Public Children Services Agency (PCSA), and Child Support Enforcement Agency (CSEA) offices. Your region includes the Dayton and Toledo metro areas.

This role also keeps regular contact with county partners. You help counties understand program rules, resolve issues, and prepare for reviews. The job requires strong knowledge of federal compliance, Uniform Guidance, and several federal programs reviewed at county agencies.

  • Strong knowledge of audit and monitoring standards for U.S. Department of Agriculture and U.S. Department of Health and Human Services programs
  • Knowledge of the Office of Management and Budget's Uniform Guidance and cost principles

Schedule: Full time.

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location: This position will be headquartered at 6680 Poe Avenue, Dayton OH 45414.

Travel: Travel to and from county agencies may be required about 30 percent of the time, with occasional overnight stays.

Qualifications

The candidate, at minimum, must have the following:

Option 1:

  • Completion of undergraduate core coursework in accounting, business administration, computer science or related field;
  • AND 5 years' experience in auditing or accounting which must have included 30 months auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description;
  • AND 1 year experience or 1 year training in supervisory principles/techniques.


Option 2:

  • 7 years' experience in auditing, accounting which must have included 42 months auditing experience in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description;
  • AND 1 year experience or 1 year training in supervisory principles/techniques.


Option 3:

  • 12 months experience as External Audit Supervisor, 66465.


Option 4:

  • Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information

This position is in the State of Ohio 's E1 Exempt Pay Schedule, Pay Range 14. Un less required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.40 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
