We have an opening for an
Assurance Officer in the Assurance, Security, and Quality Programs Office supporting the National Ignition Facility and Photon Science Directorate (NIF&PS). In this role you will be responsible for supporting development, management and oversight of NIF&PS, Environmental, Safety and Health (ES&H), and Quality Assurance requirements; event reporting and analysis, issue identification, database entry, tracking/trending and reporting; ensuring that all NIF&PS Directorate work is performed in compliance with NIF&PS and LLNL/LLNS policies, federal, state and local laws and regulations. You will be working with the NIF&PS Directorate Operations Management Team, facility managers, and other personnel for the continuing oversight and support of the Directorate. This position is in Directorate Operations within the NIF&PS Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will- Conduct issue fact-finding, causal analyses and reporting activities by reviewing complex issues for reportability; under minimal direction, assist line managers and the NIF&PS Assurance Manager with preparation, filing and updating occurrence and noncompliance reports, assist with the creation and implementation of corrective action plans; coordinate causal analyses and effectiveness reviews, as required.
- Collaborate/Contribute in the development and implementation of assurance plans and procedures that comply with applicable guidelines, leveraging technical expertise and stakeholder input for manager review and approval.
- Conduct technical tasks in planning and coordinating facility and line management self-assessment programs with ES&H Team staff, facility staff, and other appropriate; conduct reviews and assessments of work activities in the areas related to ES&H, Quality Assurance regulatory compliance, and facility operations.
- Utilize independent judgement to guide and ensure external commitments involving reports, developing corrective actions, and requests for information are fulfilled in a timely manner.
- Provide solutions to complex issues with screening, entry, tracking, trending, and closure of Issue Tracking System (ITS) assessments related to NIF&PS. and Aid with coordinating and managing illnesses, injuries, and lessons learned.
- Provide general oversight and maintain a personal commitment to the goals of Integrated Safety Management (ISM), compliance with all Environmental, Safety, Health, and Quality regulations, and best business practices.
- May represent the organization as the principal customer contact and in project leadership role directing the activities of other personnel.
- Perform other duties as assigned.
Qualifications- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor of Science degree in Chemistry, Engineering, Safety, or a related scientific field, or equivalent combination of education and related experience.
- Advanced experience in assurance, conducting self-assessments, audits, inspections, management appraisals of facilities and the development of meaningful statistics for program planning, trending and causal analysis.
- Advanced knowledge and understanding of scientific and technical disciplines, including safety, engineering, operations, and maintenance.
- Advanced knowledge of DOE orders, OSHA standards and state and federal regulations.
- Advanced experience developing and implementing assurance plans and procedures.
- Advanced experience in the application and development of Issues Tracking System (ITS), fact-findings, causal analysis, reviewing issues to determine DOE reportability and in preparing, filing, and updating DOE Occurrence Reports.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management.
- Advanced experience providing oversight of organizations, operations, or facilities and assuring programs are implemented appropriately and in compliance. Advanced knowledge of and experience interpreting and applying DOE Integrated Safety Management (ISM) policies, procedures and tools.
- Ability to work in environments where tasks are often not well defined and involve complex problems.
Qualifications We Desire- Master of Science degree in Chemistry, Engineering, Safety or related scientific field.
- Demonstrated experience with the LLNL Issues Tracking System (ITS).
- Knowledge and experience in LLNL and NIF ES&H, ISM, quality, and security policies, procedures and practices.
- Knowledge of LLNL and NIF&PS organizations.
- Knowledge and experience with Human and Organizational Performance (HOP) practices.
Pay Range$154,950 - $196,476 Annually
This is the lowest to highest salary in good faith we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
