Overview

Under the general direction of the Senior Director of Energy Resources, the Assistant Director of Energy Resources assists in managing the daily operations and maintenance of equipment at the Power Plant to ensure reliable energy production generating steam, chilled water and normal/emergency electricity for the University of Massachusetts Chan Medical School, campus buildings and Hospital. This unique power plant utilizes steam, electricity, and a gas turbine as the prime movers for production while electronically linking all equipment to a robust balance of plant computerized operating system to achieve reliable, efficient, and effective solutions. The electrical load shedding systems and island mode configuration allow resilient campus operations off the grid.

Responsibilities

  • Develop training programs for all Power Plant staff in order to ensure the appropriate skill level to operate the central utility plant
  • Hold departmental meetings in order to foster open communications and sharing of information between staff members relative to the operation of the utility plant
  • Participate in the development and implementation of department goals
  • Responsible for the tracking of utility usage throughout the medical center and the associated operational expenses for these utilities
  • Assist the Sr. Director and senior management in the preparation of short and long-term capital plans to fund the purchase of new or replacement equipment to maintain the power plant at optimum levels
  • Supervise the daily activities of Co-Generation Engineers I, II, & III's as well as High Voltage Electricians, Instrument & Control Technicians, Co-Generation Firemen as well as other Power Plant staff needed to operate and maintain the Power Plant at optimum levels.
  • Supervise and coordinate external contracted labor working in the Power Plant as needed.
  • Assist the Sr. Director in the safe and efficient operation of a High Pressure 1,100 psi Power Plant utilizing High Pressure Steam, as well as overseeing the safe operation and repairs of the Campus Steam Distribution and all Utility tunnels and trenches.
  • Assists in the distribution of Grid and Plant generated High Voltage 13,800 Volt Electricity to Campus Buildings.
  • Supervise the organization, ordering and maintaining proper inventory levels of spare parts for all mechanical and electrical equipment.
  • Assist in establishing and maintaining a preventive maintenance program including budgetary oversight
  • Co-ordinate outside contracts and services
  • Responsible for authorizing payment of utility invoices and working with fiscal personnel to ensure the accurate and timely processing of utility payments
  • Responsible for daily attendance records, shifts, and vacation schedules
  • Conduct performance reviews
  • Perform other duties as required.


Qualifications

Required:
  • Equivalent to a Trades' Apprenticeship Training with ten (10) years operating experience working in large and modern Power Plant.
  • Massachusetts First or Second Class Stationary Engineer's License required with five (5) years experience working as a First or Second Class Stationary Engineer in a modern power plant including two (2) years of supervisory experience.
  • Thorough knowledge of utility rate structures and de-regulation of utilities.
  • Communication and organization skills to efficiently correspond with industrial commercial business entities, as well as educational and medical institutions.
  • Knowledge of and experience with union contracts.
  • Ability to communicate and negotiate personnel and university requirements to efficiently and effectively run the utilities facility.

Preferred:
  • Massachusetts First Class Stationary Engineer's License.


Additional Information

Supervision Received:
Under the general direction of the Senior Director of Energy Resources or designee

Supervision Exercised:
Responsible for the supervision, daily performance and shift assignments of Co-Generation Engineers I, II, & III's, High Voltage Electricians, Instrument & Control Technicians, Co-Generation Firemen as well as other Power Plant and utility staff needed to operate and maintain the Power Plant at optimum levels.

Environmental Working Conditions:

May perform work in all Medical Center facilities and is subject to possible exposure to chemicals, gases, electrical shock; may work in confined spaces on ladders.

Ability to perform physically arduous tasks; normal dexterity, visual acuity, ability to lift up to 50 lbs., ability to climb and work from ladders and scaffolding, and work in confined areas.

All Power Plant Operations staff are required to comply with UMass Chan's Inspection and Maintenance Plan filed with the Commonwealth of Massachusetts Department of Public Utilities Pipeline Safety Division. This plan must be reviewed as part of annual training.
