Description
The Legislative Research Commission is accepting applications for the position of Assistant Director for theOffice Health Data and Analytics. This position is nonpartisan in nature and requires the ability to work withneutrality in a politically charged environment.
This is a permanent, full-time position with benefits including health and life insurance; retirement plan;and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with priorapproval.
Job Duties:
- At the direction of the Legislative Research Commission, develop study topics.
- Establish and maintain effective communication of final reports to relevant persons and agencies toconvey the research report findings, conclusions, and resolutions in a clear, professional, and impartialmanner.
- Maintain a collaborative relationship with the Cabinet for Health and Family Services and other agenciesand organizations as is required to ensure appropriate research.
- Prepare and submit all assigned reports to the LRC in a timely manner.
- Establish a comprehensive schedule for each research project.
- Conduct regular meetings with researchteam to review the status of studies and to provide guidance to ensure that projects are effectively managedand progress is being made a timely manner.
- Thoroughly review and revise all preliminary and final research reports, ensuring the accuracy,completeness, and clarity of the findings, evidence, analysis, and conclusions presented in the reports.
- Stay updated on relevant federal, state laws, regulations, policies, and procedures to ensure a deepunderstanding of the legal framework within which the research is conducted, and provide guidance andexpertise to the research team.
- Implement internal systems to ensure that all records, data, and information collected from outsidesources are legally and securely maintained.
- Ensure that all data sharing agreements with agencies and outsideorganizations are legally upheld.
- Maintain research staff by interviewing, selecting, orienting, and training employees.
- Travel as required for work-related duties.
- Provide strong leadership by clearly communicating job expectations, setting goals and objectives,monitoring individual and team performance, providing constructive feedback, coaching, and taking appropriatedisciplinary steps.
- Evaluate staff and ensure that they are maintaining skills necessary for conducting required analysisand maintaining knowledge of Kentucky education data.
- Implement and monitor a data collection system that ensure the accuracy and integrity of the datacollected.
- Ensure that all staff follows the system to ensure accuracy of data used for research and reports.

- Possess exceptional communication skills to effectively convey complex research concepts, methodologies,and findings. This includes the ability to write comprehensive reports, research papers, as well ascommunicate research findings.
- Exhibit strong research skills, including the ability to conduct thorough literature reviews, gatherrelevant data, analyze information, and prepare comprehensive issue papers and research studies.
- Demonstrate proficiency in creating visual representations of data, such as charts, graphs, andinfographics, that effectively communicate key research findings and complex information to diverse audiences.
- Possess comprehensive knowledge of relevant federal, state, and local laws, regulations, and legalprecedent that impact the research area, and the ability to interpret and apply them appropriately in researchstudies and analyses.
- Demonstrate the capability to take initiative in research activities, while also fostering acollaborative and inclusive work environment. This includes the ability to effectively collaborate with teammembers, stakeholders, and external partners.
- Ability to manage multiple projects simultaneously, prioritize tasks effectively, and deliver high-quality research outputs within designated timeframes.
- Possess proficiency in using common computer software, such as the Windows Office suite (e.g., Word,Excel, PowerPoint).
- Display organizational skills and attention to detail in maintaining accurate, secure, and well-organized records and files related to research projects, ensuring easy retrieval of information andcompliance with record- keeping protocols.
- Demonstrate strong leadership skills by assigning tasks, providing clear instructions and guidance,fostering professional development, supervising employees, and effectively evaluating their performance toensure a high-performing and motivated team.
- Ability to work in a professional non-partisan manner, ensuring confidentiality and anonymity whenconducting research for any member of the General Assembly.
Minimum Requirements
EDUCATION:Juris Doctor, Doctor of Medicine, Ph.D, master's in public policy or field related to the Office'sjurisdiction.
EXPERIENCE, TRAINING, OR SKILLS:Minimum of 7+ years in public policy. Advanced knowledge in the delivery of health and familyservices and healthcare data will be given additional consideration. Prior supervisory or managementexperience preferred.
