City of Anaheim Public Utilities Department is seeking a professional to work as an
Associate Power Engineer for the
Transmission and Distribution Electric Capital Projects Division. This position will be required to perform a variety of professional electrical engineering duties and responsibilities related to the planning, design, systems analysis, and project management of electrical utility transmission and distribution overhead and underground systems, streetlight systems, and to provide technical assistance to higher level engineering staff.
Ideal candidates must possess experience in the planning, design, and implementation of electric capital improvement projects, and fully understand the engineering, administration, and construction requirements of transmission and distribution systems.

- Meet and coordinate with residents, engineers, planners, developers, contractors, City departments, and outside utility agencies to develop preliminary and final project plans, designs, cost estimates, schedules, specifications, and construction requirements.
- Prepare and review electrical distribution designs for residential, commercial, and industrial projects, including underground and overhead line extensions, system reliability improvements, customer electrical service projects, streetlighting systems, and underground conversions. Designs may include transformers, switches, capacitors, cables, utility poles, fault indicators, splices, conduits, vaults, pull boxes, and related electrical infrastructure, including the design and alignment of underground duct banks and trenches within public rights-of-way and private property.
- Perform engineering calculations and technical analyses, including transformer sizing, cable pulling calculations, voltage drop, load requirements and projections, system capacity, protection, reliability, and other electrical requirements necessary to serve new or changing electrical demand.
- Conduct engineering studies and develop system models, simulations, reports, assessments, and alternative recommendations related to electric distribution system planning, system reliability, operational flexibility, system expansion, and capital improvement projects.
- Review plans, calculations, and technical documents prepared by consultants, developers, contractors, and other agencies for compliance with Utility standards, Electric Utility Rates, Rules and Regulations, applicable codes, and industry requirements. Identify electrical utility conflicts, easement and access requirements, and necessary modifications to proposed improvements; interpret and apply Utility design and construction standards and assist in the development and revision of technical standards, specifications, and design practices.
- Manage and coordinate assigned electric utility projects from initial planning and design through permitting, construction, energization, and project closeout. Evaluate field conditions, constructability, utility conflicts, equipment access, and other design constraints. Coordinate with City departments, contractors, consultants, outside utilities, regulatory agencies, and other public agencies to obtain required permits, approvals, and clearances; resolve project and construction conflicts; and maintain project schedules.
- Coordinate project design and implementation activities, including preparation of AutoCAD drawings, determination of material requirements and project fees, material requisitions, requests for proposals and specifications, and equipment evaluations. Survey and inspect project locations; review maps, drawings, specifications, and existing system information; and develop engineering solutions to field and construction issues.
- Assist in planning, prioritizing, assigning, and reviewing project work. Coordinate construction activities and joint-trench opportunities with City departments and outside agencies to minimize community impacts and identify potential project cost savings.
- Assist with construction inspection and project administration to ensure compliance with approved plans, specifications, Utility construction standards, and industry guidelines. Review field changes, progress payments, change orders, and other construction documentation as assigned.
- Maintain project records, engineering databases, progress reports, field notes, and construction documentation. Review completed projects and prepare or compile as-built drawings for integration with the City's Geographic Information System (GIS) and records systems.
- Respond to technical inquiries and resolve project-related issues involving property owners, developers, contractors, consultants, City departments, and other stakeholders.
- Perform related duties as required.
QualificationsExperience and Education: Two (2) years of responsible professional electrical engineering experience supplemented by a Bachelor's degree from an accredited college or university with major course work in electrical engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: Principles and practices of electric power system engineering and project administration; techniques related to electrical system and load analysis and planning; , load research, automated distribution and transmission planning; budget preparation and administration; electric utility transmission and distribution engineering design, construction and work methods; field inspection procedures; methods, materials and techniques used in the design and construction of a wide variety of electric utility projects; principles of advanced mathematics and their application to engineering work; recent developments, current literature and sources of information regarding electrical engineering; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local codes, laws, and regulations.
Ability to: Prepare plans and drawings neatly and accurately; make engineering design computations and check, design and prepare engineering plans and studies; conduct comprehensive engineering studies and prepare reports with recommendations; understand and interpret engineering construction plans, drawings, calculations, specifications, and contract documents; adapt to changing technologies and learn functionality of new equipment and systems; perform technical research and solve difficult engineering problems; research, analyze and evaluate new techniques, methods and procedures related to computerized utility system monitoring and control software; interact and direct contractors and technical staff in testing and implementing systems and projects; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
