Full Job Description
The Planning and Land Use Division is comprised of city planners, attorneys, and administrative staff. They work collaboratively to: track and advise Council Members on land use applications, including Uniform Land Use Review Process (ULURP); Staff and facilitate Council hearings and votes for the Land Use Committee, Subcommittee on Zoning and Franchises, and the Subcommittee on Landmarks, Public Sitings, Resiliency, and Dispositions; design and implement community planning processes; conduct policy analysis & research to support informed decision-making; provide legal guidance and legislative drafting; offer education & ongoing support on planning and land use related topics; and provide technical assistance support to Council Members.

SALARY RANGE:

$90,000 to $110,000

KEY RESPONSIBILITIES:
  • Review land use applications filed with Council and identify policy and technical issues.
  • Coordinate with non-legal or paralegal staff in the preparation of calendar and other required notices.
  • Conduct research and interpret laws and regulations regarding land use matters.
  • Draft resolutions and legislation relating to land use matters.
  • Advise Council Members on legal and legislative matters, including the preparation of legal memoranda.
  • Assist in the conduct of Council hearings by the Land Use subcommittees.
  • Performing other duties, as assigned.

QUALIFICATIONS:
  • Applicants must possess a J.D. from an accredited school of law and be admitted to practice law in New York State.
  • Applicants must possess excellent writing, legal research and analytical skills, strong communication and organizational abilities, be detail oriented and able to work under tight deadlines.
  • A working knowledge of government, the legislative process and familiarity with New York City and State law.
  • A strong interest in land use law and policy matters affecting New York City is required.
  • Experience in land use, zoning and/or planning is preferred.
  • Knowledge of New York City land use processes and City and State environmental quality review law is a plus.
  • Strong interpersonal skills with the ability and desire to communicate effectively with people of all ages from diverse ethnic, socioeconomic, and gender backgrounds.
  • Strong organizational skills and ability to handle multiple tasks at once.
  • Commitment to public service.
  • Desire to take self-initiative while also enjoying working within a team.
  • Ability to center equity as a guiding principle in all work.

ADDITIONAL INFORMATION:

New York City residency is required within 90 days of appointment.
