The City of Everett is accepting applications on an open/competitive basis for one (1) appointive position to fulfill this body of work. The position and level of engineer hire will be determined by the applicant's qualifications for Associate Engineer PE or Associate Engineer NPE. This positionworks primarily with the Utilities division of Public Works.
About the Job:The successful Associate Engineer PE or Associate Engineer NPE, plans, designs, and manages both small and large traffic engineering projects. Work involves preparing traffic engineering designs, specifications and reports for traffic signals and illumination systems, as well as daily operational tasks related to planning and analysis for traffic operations. The position requires interaction with the public and the business community. Responsibilities also include providing technical supervision and advice to engineers or technicians on traffic design and operational issues. Considerable independence is exercised, and work is reviewed based on the accuracy and utility of the finished product and the promptness with which operating deadlines are met.
About the Department:The Traffic Division of the Everett Public Works Department plays a key role in development, maintenance, and operation of Everett's traffic control systems that provide for the transportation network. Everett currently operates and maintains 178 traffic signals, 2200 street lights, 32,000 signs, citywide pavement markings and guardrail. Under supervision of the City Traffic Engineer, this position will participate in management and execution of multi-disciplinary engineering projects as required to meet infrastructure operations and maintenance needs. Job Responsibilities:- Develop traffic signal, illumination, channelization, signing, and Intelligent Transportation Systems (ITS) design plans, specifications, and estimates. Formulate engineering designs based on field data and comprehensive city plans; assure the completion of final project designs with assistance from an engineering support group. Evaluate the impact of construction projects on neighboring properties and make adjustments as necessary. Assist in right of way acquisition process.
- Communicate technical traffic engineering concepts to citizens and members of the public.
- Become familiar with and efficiently operate Transportation Analysis software
- Plan, schedule, conduct and coordinate detailed phases of engineering work in major city engineering projects, including assisting in or leading the selection of consultants.
- Prepare requests for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultants' design work. Authorize and manage consultants that provide professional services.
- Gather and analyze data pertaining to specific project design; develop design schedules and preliminary designs. Review and check adequacy and accuracy of computations, preliminary layout and design work from the field and survey data.
- Act as a project engineer; research applicable codes, regulations, and requirements for assigned project; develop engineering plans and compile preliminary layout of plans; coordinate with resource agency or permit staff to obtain project permits; write specifications for plans; coordinate required advertising for bids; advise contractor(s) and construction inspectors during construction.
- As project manager, coordinate project teams, including City staff and consultants for successful delivery.
- Review drawings and plans. Review the decisions and designs of associate engineers and other staff. Independently evaluate, select and apply standard engineering techniques, procedures and criteria using judgment in making adaptations and modifications.
- Review developer plans and specifications within the scope of knowledge for the appropriate design of public works projects. May review construction related design issues and advise construction management personnel on proper engineering solutions.
- Prepare construction cost estimates, design or study cost estimates, and budget-level planning cost estimates for future projects; analyze assigned projects to determine estimates of hours and material needed for completion. Provide assistance to budget personnel in preparing cost estimates. Prepare projects for construction bids.
- May conduct studies and prepare comprehensive plans and long-range or 6-year capital improvement plans.
- Perform signal studies for upgrades such as left turn studies, phasing changes, striping/lane assignment modifications, and signal timing updates.
- Respond to inquiries from staff, the public and other agencies regarding engineering projects; provide professional engineering expertise to the department and other work groups. Perform related work and special projects as assigned.

ELIGIBILITY REQUIREMENTS:A combination of education and related experience may substitute for education requirements.
Associate Engineer PE position requires:- Bachelor's Degree in Civil Engineering AND
- 4 years' experience in civil, design, utility, or construction engineering AND
- Registration as a Professional Civil Engineer in the State of Washington, or the equivalent license or certification from another state, federal, military and/or association or licensing body that is equivalent in qualifications and experience.
Associate Engineer NPE position requires:- Bachelor's Degree in Civil Engineering AND
- 2-3 years' experience in civil, design, utility, or construction engineering
- EIT License preferred but not required
