What is the opportunity?

Client, Banking, Data Analytics, and Digital Technology (CBDDT) is seeking an individual to lead the Financial Operations, Vendor Management, and Workforce Strategy for the Platform Engineering portfolio.

The CBDDT Business and Portfolio Management team is accountable for driving QTS strategy and execution through management of the portfolio budget, 3rd Party vendor management, and effective resource utilization with alignment to delivery of our CBDDT top-level objectives and workforce strategy.

The ideal candidate will strong financial acumen, strategic thinking, portfolio management expertise, and exceptional communication and collaboration skills to advance CBDDT's Platform Engineering book of work and ensure stakeholder alignment with Capital Markets strategic objectives.

What will you do?

Execute and govern across Financial Management, Vendor Management, and Workforce Strategy as per the following:

Financial Management
  • Accountable for all financial decisions surrounding the Platform Engineering portfolio, including Capital, Maintenance, and Vendor/3rd-party costs
  • Ensure that all costs associated with the portfolio is accurately estimated, forecasted, tracked and realized
  • Monitor all financial budgets and ensure that variance is within 3-8% of plan, managing the narrative around burn and anticipated hiring
  • Accountable for facilitation and presentation of the Platform Engineering portfolio financials at the L5 and L4 reviews
  • Prepare & present relevant financial health and status reports to dedicated portfolio stakeholders and senior mgt


Workforce Management
  • Maximize the value delivered through annual technology investments by optimizing workforce utilization across global locations and contracts to drive annualized efficiencies
  • Spearhead creation and approvals of resource requirements (i.e. ROARs and onboarding (FTE/CTR/SOW)) with alignment to Platform Engineering workforce strategy
  • Responsible for oversight and processing of hiring, development and management of project teams for both internal staff and external contractors
  • Accountable for onboarding and offboarding of all resources from ROARS, SOWS to Procurement process and CWM onboarding
  • Partner with business management for resource operational risk - CTR tenure, furlough, onboards/offboards, etc.
  • Identify potential opportunities and make recommendations for cost savings that can optimize cost-to-serve


Vendor Management
  • Manage Platform Engineering 3rd Party prioritization pipeline with procurement to execution
  • Provide guidance from procure-to-pay process for contract execution inclusive of SRMA
  • Support C-PAR creation & signatories on contracts
  • Liaison with SPM, Procurement to proactively conduct SOW Software and Resource renewals and onboards
  • Define and orchestrate on strategic 3rd Party strategy e.g. Software Vendor Exit, Resource Vendor Consolidation etc. in collaboration with central CBDDT Business & Portfolio Management team
  • Conduct reassessment of data & software 3rd Party tool usage and spend with team


What do you need to succeed?

Must have:
  • Financial management experience at portfolio scale (budget tracking, forecasting, variance management within 3-8%)
  • Vendor management experience (contract execution, procure-to-pay processes, strategic vendor relationships)
  • Workforce management and planning experience (resource optimization, hiring, FTE/contractor oversight across multiple locations)
  • Strong financial acumen with ability to develop business cases and manage P&L decisions
  • Portfolio management expertise managing multiple workstreams and dependencies
  • Executive communication and stakeholder management skills (including senior leadership presentation)
  • Strategic cost optimization experience (identifying and implementing cost-saving opportunities)
