Description of WorkThe Associate Director, Program Evaluation provides technical, operational, and strategic supervision and leadership to the Division of Health Benefits' (DHB) Program Evaluation team. The team is responsible for measuring, monitoring, and ultimately improving the health of NC Medicaid beneficiaries. Through its work, the Program Evaluation team informs and impacts the population health programs, policies, and initiatives that drive system of care outcomes.
The Associate Director, Program Evaluation ensures quality and evaluation principles and practices are embedded in the Program Evaluation team's core business processes and operational systems including: program monitoring and evaluation; operational and outcome data collection, analysis, and governance; quality measure development, production, and benchmarking; survey development, sample creation, and survey collection and analysis; strategic and operational planning; staff on boarding and development; and contract management. The position holder also collaborates with internal and external stakeholders on healthcare data exchange initiatives that enhance and streamline NC Medicaid program monitoring, operational assessment, and evaluation related reporting requirements.

- Thorough knowledge of program monitoring, evaluation, and performance measurement methodologies.
- Knowledge of healthcare systems, Medicaid programs, and population health initiatives.
- Strong critical thinking, problem-solving, and project management skills with the ability to lead complex initiatives.
- Ability to analyze and interpret quality measures, survey findings, and complex datasets to identify trends, assess outcomes, and communicate results effectively.
- Hands-on experience querying and analyzing large, complex data warehouse environments using standard query languages and data analysis tools.

Veterans' and National Guard Preference

Master's degree in an area specific to the program from an appropriately accredited institution and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or Bachelor's degree in an area specific to the program from an appropriately accredited institution and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or an equivalent combination of education and experience.
