Job Summary

This position exists to assist with the planning, coordination, and implementation of the Minnesota Rehabilitation and Reinvestment Act (MRRA). This position is responsible for managing a comprehensive effort to develop the policies, procedures, and protocols as required in the MRRA enabling legislation MN Statute 244.40 . It is the incumbent's responsibility to ensure that this process complies with the legislature's intent and to develop the data metrics and evaluation structure to document compliance and efficacy. The role ensures the necessary data and enabling capabilities are in place to support compliance. The position manages budgetary resources as identified by the MRRA director to aide the planning and implementation process.The position will represent and speak on behalf of the commissioner and/or MRRA director on matters pertaining to MRRA in interactions with agency staff, county corrections partners, and court personnel, along with other community and system partners. The position will ensure meaningful consultation regarding MRRA policy development with organizations and groups identified by the legislature and with labor groups representing agency staff, community advocacy groups, along with system-involved people and their families. In coordination with the commissioner, MRRA director, and Government Relations, the position will provide legislative and Governor's Office briefings on MRRA planning and implementation.

This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending dates for each job held.
  • Demonstrated leadership experience which may include:
    • Supervisor, team lead, leadwork, or project lead;
    • Completion of a State leadership development program, such Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
    • Completion of a similar or equivalent leadership programs through another organization; or
    • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG) which included 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.

AND

Four (4) years of progressively responsible management or supervisory experience that includes:
  • In-depth knowledge of criminal justice policy, evidence-based correctional interventions, and rehabilitation programs.
  • Demonstrated ability to build and maintain strategic relationships with diverse stakeholders, including government officials, community leaders, and advocacy organizations.
  • Strong analytical skills with experience in data-driven decision-making and policy evaluation.
  • Excellent written and oral communication skills, with the ability to present complex information effectively to various audiences.
  • Human relations and confliction resolution skills to provide leadership, direction, and advice to facility leaders, legislative leaders, county corrections partners, judicial authorities, advocacy organizations, and community-based service providers.
  • Problem solving skills sufficient to balance competing interests in release decisions, addressing concerns raised by the community or victim advocacy groups and identifying disparities in the program's outcomes.
  • Proven ability to work independently and exercise discretion in decision-making particularly in the interpretation and application of statutory regulations.

Preferred Qualifications
  • Bachelor's degree in Criminal Justice, Public Policy, Law, Business Administration, or a related field.
  • Leadership experience in directing cross-functional teams and managing large-scale programs related to corrections, supervision, or community rehabilitation.
  • Deep knowledge of criminal justice policy framework and correction systems operations at a state or national level.
  • Demonstrated experience with legislative processes.
  • Demonstrated expertise in strategic thinking and long-term program planning.
  • Experience serving as a subject matter expert in high-profile meetings, legislative hearings, or public forums.
  • Familiarity with data-driven solutions for improving equity, efficiency, and effectiveness in criminal justice programs.

Additional Requirements
