The position is in the U.S. Department of Housing and Urban Development's Office of the Assistant Secretary for Fair Housing and Equal Opportunity (FHEO). The Office of the Deputy Assistant Secretary for Enforcement leads the Departmental responsibility to enforce, administer, develop, and enhance public understanding of Federal fair housing and civil rights laws and policies.
The incumbent supports the DAS of Enforcement by serving as the DAS's principal advisor on compliance related matters and providing executive leadership and operational policy and management support to a growing workforce engaged in compliance activities as well as the activities of the immediate office of the DAS.
Major Duties:Assists the DAS of Enforcement with executive level leadership and support related to compliance related activities. Provides direct management oversight to two program segments supported by over 45 FTE. This includes responsibility to:
- Assess compliance related policy, program, and project feasibility as it relates to matters arising in all HUD conducted and funded programs under all applicable civil rights authorities including the Federal Fair Housing Act, Title VI of the Civil Rights Act of 1964; Executive Order 11063; Section 109 of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975; Titles II and III of the Americans with Disabilities Act of 1990; and the Architectural Barriers Act of 1968;
- Facilitate hearings or administrative meetings and assist the Assistant Secretary in making final decisions in all matters arising in HUD conducted and funded programs under all applicable civil rights authorities.
- Proactively engage with inter-governmental activities, including liaison with all national organizations and groups to provide policy direction and ideas, and to establish effective working relationships where divergent viewpoints are involved or major conflict exists regarding the applicability of civil rights laws and authorities in HUD conducted and funded programs and on related national issues.
- Participate in FHEO inter-office task forces and Departmental committee efforts dealing with special planning or program development matters that cross jurisdictional lines and which involve intra-departmental policy.
- Attend regular meetings with representatives from the HUD Office of General Counsel, the Department of Justice, other federal civil rights enforcement agencies and national stakeholders to determine effective strategies for resolving civil rights matters of national importance.
- Deal with key officials from across the spectrum of external fair housing stakeholders; all HUD grantees and recipients; and all HUD program officials within the agency to gain understanding and support for ensuring equity and appropriate application of fair housing and civil rights program requirements across the spectrum of HUD operations.
- Maintain dialogue with housing and community development industry stakeholders throughout the country to assure compliance with fair housing and civil rights requirements in housing and community development.
-Monitors progress towards organizational goals and makes appropriate adjustments to such goals.
-Identify, diagnose, and consult on problem areas related to implementation and goal achievement and making decisions on alternative courses of action.

As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

MTQ 2: Demonstrated experience leading and directing highly complex enforcement and compliance strategies and actions in order to address the highest priority societal housing inequities and preclude the denial of equal housing opportunity.
