APPLICATIONS FOR THIS RECRUITMENT WILL ONLY BE ACCEPTED ONLINE.DESCRIPTIONTHE POSITIONUnder direction, to do a variety of difficult field and office professional civil engineering work; to be in charge of difficult design on a project basis; to lead technical and construction staff in the office or serve as a consultant to field staff; to help lead and train lower-level professional staff; and to do related work as required.
The classification of Associate Civil Engineer is the advanced journey level in the professional civil engineering series. Assignments may vary from a design unit in the Road, Flood Control, Development Services, and Maintenance and Operations Divisions, to acting as resident engineer on various types of public works construction projects to exercising final review of all civil and structural plans submitted by private builders.
This classification is distinguished from the next lower level of Assistant Engineer in that the latter classification is the journey level in the series and is usually assigned only to part of a major project or is responsible for all of a project of average difficulty, while the former classification will usually be responsible for an entire project and, within established administrative limits and time schedules, will plan, organize, and execute the project with a minimum amount of supervision. If Assistant Engineers and Associate Civil Engineers are assigned to the same project, the Associate Civil Engineers are normally in charge and assign and review the work of the Assistant Engineers. This classification is further distinguished from the next higher level of Senior Civil Engineer in that the latter classification has first-line supervisory responsibility.

FLOOD CONTROL (1 Vacancy) - Responsible for designing and implementing flood control improvement projects that protect lives, property, and infrastructure by reducing flood risks, while also supporting economic stability, and enhancing community resilience. They can additionally improve water quality, protect habitats, and create long-term environmental and social benefits.
BUILDING INSPECTION DEVELOPMENT (1 Vacancy) - Responsible for review of building plans, engineering calculations, energy reports, and other related documents for conformance with building codes and structural design standards. Advises field inspection and office administrative staff on technical questions. Assist with building permit issuance, as needed. Assist supervisor to write handouts, develop and maintain electronic online permitting system and tools.
IDEAL CANDIDATEIn addition to meeting the minimum qualifications, the ideal candidates for the Associate Civil Engineer in the Flood Control and Building Inspection Development should be able to demonstrate proficiency in several key areas:
- Proven work experience as Public Works Engineer or similar role with emphasis in capital improvement projects and construction.
- Strong knowledge of public agency standards and guidelines; municipal and environmental regulations and ordinances; and ability to research and interpret local, state and federal regulations
- Ability to collect, organize, interpret and maintain variety of project-related information and to keep simultaneous multiple review projects moving to completion and meet project deadlines.
- Ability to develop and implement project costs and schedules based on relevant and current markets and industry standards.
- Strong interpersonal and communication skills to effectively communicate one to one and in groups, on the phone, virtually, and in person, with Engineering staff and other consultants, other Public Works Departments, developers, engineers and the public.
- Proficient in the use of engineering software and technologies, including Autodesk Civil 3D, with experience in design and analysis, and staying current with latest industry trends and advancements.
- Experience in planning and designing public works Capital Improvement Programs (CIP) projects, including roadway, pedestrian, bicycle, and bridge improvements.
- Experience in reviewing contractor submittals and RFIs, and ensure design intent is maintained during construction.
- Experience in preparing reports, technical documents, and grant applications; coordinate with stakeholders, partner agencies, and the public.
- Experience with building plan review, inspection and/or design in accordance with California building standards code, ADA provisions and/or structural requirements of ASCE7.
- Possession of a Certificate of Registration as a professional civil engineer issued by the California Board of Registration for Civil and Professional Engineers.
MINIMUM QUALIFICATIONSTO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST HAVE A BS IN CIVIL ENGINEERING AND MEET THE MINIMUM EXPERIENCE AND LICENSE REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-II).Education: Possession of a bachelor's degree in civil engineering from an accredited college or university.

Experience: The equivalent of one (1) year of full-time experience in the classification of Assistant Engineer in the Alameda County classified service.
OR II
Experience: The equivalent of three (3) years of full-time, progressively responsible professional civil engineering experience.
AND
Possession of a valid License as a Professional Engineer by the California Board for Professional Engineers, Land Surveyors, and Geologists.
Possession of a valid California Motor Vehicle Operator's license.

- Perform design work on engineering projects of major difficulty.
- Write concise technical reports and correspondence to outside public agencies and private citizens.
- Communicate verbally with staff, outside public agencies, and private citizens in a professional and effective manner.
- Assign and review the work of Assistant and Junior Engineers and train them in engineering practices.
- Use current Autodesk Civil 3D Design Software.
- Ability to learn new computer software for civil engineering.
- Secure adherence to plans and specifications on the part of contractors.
- Make oral presentations internally and to the public.
- Establish and maintain effective working relationships.
EXAMINATION COMPONENTSTHE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: - A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
