POSITION ANNOUNCEMENT

Associate Attorney

Salary Grade 28: $105,967 - $118,693

The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Associate Attorney in the Office of Addiction Services and Supports, Division of General Counsel and Risk Management to provide legal and policy support to OASAS related to the administration and oversight of the New York State Opioid Settlement Fund (OSF).

The position will assist OASAS in ensuring settlement funds are administered in accordance with national opioid settlement agreements, New York State law, and applicable requirements. The Associate Attorney will also support the activities of the Opioid Settlement Fund Advisory Board (OSFAB), including legal review of advisory board recommendations and assistance with board governance and reporting obligations related to the OSF.

Responsibilities include but are not limited to:

  • Support the work of the OSFAB, including review of recommendations and meeting materials to ensure alignment with settlement agreements and statutory requirements.
  • Assist OASAS in developing policies, guidance, and oversight mechanisms governing settlement funded initiatives.
  • Provide legal review of funding agreements, program guidance, and settlement related initiatives.
  • Support compliance, reporting, and transparency obligations related to the Opioid Settlement Funds.
  • Conduct legal research and analysis on OSF related topics.
  • Review and provide input on legislative actions pertaining to OSF.
  • Drafting legislation, rules and regulations pertaining to OSF.
  • Advise senior leadership on policy matters impacting OSF.
  • Coordinate with OASAS staff in the conduct of previously noted responsibilities.
  • Participate in meetings and hearings relating to OSF and OSFAB.
  • Travel: 30%


Minimum Qualifications:

  • Admission to the New York State Bar.
  • 4 years post bar experience.
  • 2 years experience interpreting statutes, regulations, or government funding programs.
  • 2 years of experience with legal writing and analysis.
  • 2 years of Board governance experience.
  • Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.


Preferred Qualifications:

  • Experience with audits
