Essential Function
The Assistant Vice Chancellor for Budget and Finance is a senior member of the Fiscal Division and serves as the principal deputy to the Associate Vice Chancellor for Budget and Finance. This individual leads assigned budget, fiscal analysis and reporting functions for the Oklahoma State System of Higher Education; exercises independent judgment in the day-to-day and long-range administration of budget and fiscal projects; provides work direction to assigned staff; and acts on behalf of the Associate Vice Chancellor in designated areas and in the Associate Vice Chancellor's absence.
Responsibilities and Duties
• Lead the collection, review and analysis of institutional Educational and General (E&G) budgets, budget revisions and allocations as assigned by the Associate Vice Chancellor for Budget and Finance, and prepare related State Regents' agenda items and summary materials.
• Serve as a point of contact for institutional business officers and other higher education agencies regarding fiscal reports, projects and the annual E&G Budget Summary and Analysis.
• Utilize the budget need survey to capture the individual institutional budget need and compile into a consolidated system wide budget need to be approved by the State Regents and presented annually to the state legislature.
• Represent the Fiscal Division on agency fiscal initiatives and shared-services efforts; serve as a liaison to institutional business officers on best practices; and support the Associate Vice Chancellor's work with the Council of Business Officers.
• Monitor institutional compliance with State Regents' fiscal policies and state and federal reporting requirements, and prepare and submit required reports accurately and on schedule.
• Research, compile and analyze institutional financial and performance data in support of the State System's performance funding formula, allocation models and other system-wide fiscal analyses.
• Prepare timely and accurate fiscal data, briefing materials and analyses in response to inquiries from the Legislature, the Governor's office, the Office of Management and Enterprise Services (OMES) and other state agencies.
• Support the annual tuition and mandatory fee process, including the collection and review of institutional requests, preparation of the tuition and fee summary for the State Regents, and maintenance of related historical data.
• Assist with capital budget and deferred maintenance reporting, including Campus Master Plan submissions and other capital reporting requirements, as assigned.
• Develop and maintain fiscal data sets, financial models, dashboards and reporting tools that improve the accuracy, consistency and timeliness of system-wide financial information.
• Provide day-to-day work direction, training and quality review for assigned professional and administrative staff, and assist the Associate Vice Chancellor with performance feedback for those staff.
• Represent the Fiscal Division in internal and external meetings and serve in place of the Associate Vice Chancellor when designated.
• Perform other budget and fiscal assignments as delegated by the Associate Vice Chancellor for Budget and Finance.
Minimum Qualifications
Bachelor's degree from an accredited institution in accounting, finance, economics, public administration, business administration or a related field, with at least five (5) years of progressively responsible budget, finance or fiscal analysis experience in higher education, state government or a comparably complex public or nonprofit organization, including a thorough knowledge and understanding of public higher education budget and fiscal issues, or an equivalent combination of postsecondary education and work experience. Must have excellent verbal, written and analytical abilities and the ability to present financial information clearly to non-financial audiences. Must have advanced proficiency in Microsoft Excel, including financial modeling and the analysis of large data sets, and proficiency in Microsoft Word and PowerPoint. Must have demonstrated leadership and the ability to work effectively and with discretion with internal and external constituencies, including institutional leadership, state agencies and legislative staff.
Preferred Qualifications
Master's degree in accounting, finance, public administration, business administration or a related field, or a CPA or comparable professional credential, is preferred. The ideal candidate will also offer one or more of the following:
• Experience at a public college or university, a state coordinating or governing board, or a state budget or finance office.
• Working knowledge of Oklahoma state budgeting and appropriations processes and OMES requirements.
• Experience with data analysis and visualization tools (e.g., Power BI, Tableau, SQL or Python) and with institutional or state financial systems.
• Experience leading projects or providing work direction to professional staff.
• Experience preparing materials for, and presenting to, governing boards, legislative committees or executive leadership.
Supervision
The employee performs work under the general supervision of the Associate Vice Chancellor for Budget and Finance and exercises independent judgment within established policies and priorities. The employee provides day-to-day work direction to assigned professional and administrative staff; recommendations regarding hiring, advancement or other changes in employee status are made through the Associate Vice Chancellor.
Work Hours
Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees.
Physical Demands
Ability to remain in a stationary position for extended periods of time. Ability to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to use a computer screen and printed material, to communicate clearly, physical ability to lift up to 25 pounds, and to perform tasks that may require bending, stooping, and reaching. Must use the proper method to manually handle equipment, including but not limited to dollies, carts, and lift team members. Duties are normally performed in an office environment with a moderate noise level.
