General Statement of Duties Under the general direction of the Administrative Services Superintendent, this employee organizes and directs the work programs under Safety and Training, Employee Relations, Accounting, Inventory Management, Customer Service, and Procurement and Contracting Services for MSD. This employee may act as Division Head in the absence of the Administrative Services Superintendent. Employee has direct supervisory and management responsibility for professional-level subordinate supervisors and administrative responsibility, which includes long range planning, establishing and directing District related financial programs. Employee manages, directs, and supervises the activities of the Accounting Section of the Administration Division including accounts payable, accounts receivable, general accounting, payroll, property and cost accounting, and revenues and receipts, and performs highly complex professional accounting work. Performs related duties as required.
MSD/OFFICE OF THE DIRECTOR:
This role serves as a key support position to senior financial leadership by assisting with operating budget development and monitoring, financial reporting, capital financial tracking, debt service analysis, rate study coordination, and intergovernmental financial processes. The position is responsible for performing detailed financial analysis, maintaining financial data integrity, preparing reports and schedules, and coordinating financial information across multiple MSD divisions and external agencies.
Minimum Qualifications (KSAs) Knowledge of:Methods and techniques of management sufficient to inspect and prioritize work programs, oversee the completion of projects, and provide for overall planning in these areas.
Supervisory principles and techniques.
Fiscal budget and procurement procedures.
Personnel and training procedures and techniques.
Human Resources Policies and Procedures, Civil Service Rules, and departmental policies and procedures as they relate to leaves, absences, compensation, grievances, discipline, etc.

Personal computers and familiarity of various software packages utilized in the operation of the department/division.

Plans, schedules, assigns, directs, and reviews the work of several accounting units such as payroll, accounts payable, general ledger, financial statements, customer accounting, accounts receivable, and grants.
Plans, coordinates, and implements training and development of assigned personnel in addition to users of computerized or accounting systems.
Interprets and applies laws, regulations, policies, and procedures concerning the City of Cincinnati's Financial System.
Evaluates and recommends changes in fiscal controls and fiscal policies to ensure efficiency and maintains compliance with administrative and legal restrictions and requirements.
Works closely with Division Section Heads in the areas of accounting, health and safety, training and development, employee relations, and other special programs as warranted.
Works with representatives of various divisions to help meet their personnel needs.
Interprets Human Resources Policies and Procedures as well as Civil Service Rules.
Confers with union representatives.
Handles or delegates various administrative assignments as directed by the Administrative Services Superintendent or Director of Sewers.
Oversees the accounting and budget management program including the review and analysis of revenues and the operating budget for the department.
Provides assistance and leadership over initiatives such as succession planning, diversity/ inclusion, invoice processing, etc.
Required Education and ExperienceRequired Education and ExperienceEach applicant must have five years of experience in operating administrative functions, which include organizing and directing work programs, such as training, employee safety, employee relations, accounting, inventory management, customer service, procurement and contracting services, in a Water or Waste water Utility, of which three years must be in a supervisory capacity. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university with major coursework in public administration, personnel, accounting, business management, communications, information processing, mathematics and statistics, or a related field. A Master's Degree in Business Administration is preferred.
Other Requirements: Must have a valid Driver's License.
Must be an excellent communicator and team builder.

Retirement PlanThe City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements.
