WE'RE HIRING: ASSISTANT TOWN PLANNER / CODE ENFORCEMENT OFFICER

Town of Plainville, Connecticut | Location: One Central Square, Plainville, CT

POSITION OVERVIEW

Working under the general direction of the Director of Planning & Community Development and administrative supervision of the Town Manager, the Assistant Town Planner / Code Enforcement Officer administers Plainville's land use programs including zoning, wetlands, subdivision, and aquifer protection regulations. You will serve as a vital link between the public, property developers, and municipal boards while managing GIS mapping and coordinating our Sustainable CT initiatives.

KEY RESPONSIBILITIES
  • Regulatory Administration: Review, manage, and inspect applications for zoning, wetlands, subdivisions, and aquifer protection to ensure compliance.
  • Community & Board Support: Serve as key technical staff for the Planning & Zoning Commission, Conservation Commission, Inland Wetlands & Watercourses Commission, and Zoning Board of Appeals (includes attendance at required evening meetings).
  • GIS & Mapping: Update and maintain the Town's zoning and wetlands maps using ESRI ArcGIS software; maintain land division inventories.
  • Field Inspections & Enforcement: Conduct site inspections (including in variable weather conditions), investigate property maintenance/blight complaints, and resolve violations diplomatically.
  • Leadership & Sustainability: Serve as Acting Director in the Director's absence and coordinate the Town's Sustainable CT program initiatives.


QUALIFICATIONS & REQUIREMENTS
  • Education & Experience: Bachelor's degree in planning, Geography, Public Administration, Environmental Science, or a related field, combined with 3 4 years of related work experience (or an equivalent combination of education and experience).
  • Technical Skills: Proficiency in CT land use laws, site plan/blueprint interpretation, ESRI ArcGIS/ArcMap, MS Office, and Zoom.
  • Certifications: Valid CT Driver's License (with personal vehicle for travel). Must obtain CT Association of Zoning Enforcement Officials (CAZEO) certification within 2 years of hire. AICP certification preferred.
  • Soft Skills: Exceptional oral/written communication skills, diplomatic problem-solving under public pressure, and strong organizational focus.

SALARY RANGE
  • Expected Starting Salary Range: $83,173.56 - $93,569.14 (Dependent on experience and qualifications)
  • Full Salary Range: $83,173.56 - $103,965.70 (Grade 112) (Reflects long-term career growth within the role.)
