Description

Under limited supervision of the Supervisor, Water Distribution, supervises and directs the daily activities of multiple crews engaged in the operation, location, installation, maintenance, and repair of the water distribution system and associated facilities. Monitors and inspects water quality, pressure and flow problems throughout the water distribution system. Performs related administrative and customer service tasks. Assists the Supervisor, Water Distribution with special distribution projects and assignments.

Examples of Duties

Supervises and directs the daily activities of multiple crews engaged in the operation, location, installation, maintenance and repair of the water distribution system and associated facilities by:
  • Scheduling, assigning and overseeing the daily work activities.
  • Reviewing work in progress and coordinating resources requirements with the Supervisor, Water Distribution.
  • Working closely with construction project superintendents.
  • Coordinating the restoration of pavement, curb and gutter, sidewalk, grass planted areas, trees and fences with Authority Contractors.
  • Ensuring the training and development of personnel.
  • Providing workers with a safe working environment.
  • Conducting safety meetings and implementing safety procedures.
  • Overseeing the maintenance and cleaning of building, grounds, work areas, tools, equipment and vehicles.
  • Scheduling crews on an annual basis for water main flushing.
  • Scheduling crews on alternate shifts, as needed.
  • Scheduling and coordinating maintenance tasks with other departments and Authority personnel.
  • Coordinating construction equipment and vehicle maintenance with the fleet services group.
  • Preparing and maintaining as-built records of fire hydrants, water mains, services, valves, curb, and meter boxes.
Responding to emergency calls during and after working hours.
  • Monitors and inspects water quality, pressure and flow problems throughout the water distribution system by:
  • Taking and scheduling water samples.
  • Conducting hydraulic flow tests at various points within the water distribution system.
  • Conducting leak surveys, utilizing locating, and leak detecting equipment.
  • Installing pressure monitoring and recording equipment at various system locations.
Performs related administrative and customer service tasks by:
  • Investigating customer inquiries, complaints and concerns.
  • Preparing and maintaining time sheets, records, requisitions, reports and other paperwork.
  • Attending pre-construction meetings with contractors, developers, and agencies for purposes relating to road improvements, utility relocations, service connections and other concerns.
  • Assisting in the preparation of the annual department budget and completing items included in the budget.
  • Conducting employee evaluations, interviews for staff vacancies and other personnel activities.
  • Maintain inventory quantities for system maintenance.
  • Attending seminars and meetings relative to the industry, product demonstrations and safety.
  • Assists the Supervisor, Water Distribution with special distribution projects and assignments.
  • Performs other duties as assigned or required.

Typical Qualifications

  • Graduation from high school or GED and a minimum of six years progressively responsible experience, three of which must have been in a leadership capacity, in the operation, installation, maintenance and repair of water distribution system and related pumping, treatment, wells and storage facilities; and the completion of an approved short course in water distribution; or any equivalent combination of education, experience, and knowledge.
  • Must pass a controlled substance (drug) test for employment. This position is also subject to random testing after hire.
  • Considerable knowledge of the methods, materials, tools and equipment used in the operation installation, maintenance and repair of a water distribution system and related facilities.
  • Ability to tactfully and courteously communicate effectively to establish and maintain proper working relationships with co-workers, supervisors, and the general public.
  • Ability to schedule and supervise the work of multiple crews.
  • Ability to perform a variety of skilled mechanical tasks to include locating system facilities and conducting leakage surveys.
  • Ability to prepare and maintain records and reports.
  • Ability to read, interpret and work from engineering drawings and specifications.
  • Ability to measure and calculate materials required for projects.
  • Good oral and written communication skills.
  • Knowledge of computer basics and SAP work order management system.
  • Good knowledge of hydraulics and its application to water distribution systems.
  • Knowledge of applicable safety regulations, procedures, and practices.
  • Good knowledge of Virginia Department of Transportation's requirements relative to working in highway rights of way.
  • Possession of a valid driver's license and good driving record.

Supplemental Information

Incumbent of this position is required to have the abiity to work at any of the 3 maintenance facilities in the county - North, South and/or Central at any time required.
