REPORTS TO: Superintendent

JOB GOAL: To plan, coordinate, manage, and supervise the operations of personnel and pupil services and to perform job-related duties and those assigned by the Superintendent for the efficient organization and management of District operations.

PERFORMANCE RESPONSIBILITIES:
  1. Works with principals, supervisors and teachers in providing the necessary data to drive development of the total school curriculum, including the assignment of observations and evaluations.
  2. Maintain close contact with all departments and schools in planning and anticipating certificated and non-certificated personnel needs district-wide.
  3. Plan, direct, coordinate and participate in the recruitment, screening, hiring, training, and assigning of certificated and non-certificated staff district-wide.
  4. Interview and recommend to the superintendent applicants for appointment and for presentation to the Board.
  5. Participate in the teachers', supervisors', and administrators' contract negotiations.
  6. Responsible for NJQSAC compliance, information gathering, reporting, and making recommendations for improvement to school faculty and staff
  7. Counsel with employees, collective bargaining membership, and administration to resolve complaints, difficulties and other matters related to personnel management.
  8. Create job descriptions for new positions and coordinate the periodic review and revision of existing job descriptions.
  9. Administerthe contract and salary schedule for all certificated and non-certificated personnel, and assist in developing and recommending salary policy and structure. Upload employment contracts and ensure fiscal accuracy in comparison to budgeted priorities.
  10. Process recommendations for termination of employees, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearings.
  11. Responsible for the staffing portion of the budget in coordination with administrators, supervisors and the business office staff.
  12. Assists the superintendent in interpreting public opinion about education issues and the school system and in developing policies that promote good public relations.
  13. Meets with parents, students, and school staff when a student violates the Code of Conduct, which requires a meeting at the District Office.
  14. Complete the Yearly Matrix report, which is a product of cross-tabulating the Certificated Staff Report that identifies potentially problematic staff members and certification issues.
  15. Process and update the schedule of leaves of absences due to the purpose of sickness, professional development, personal, bereavement, maternity, field trip requests, family, and medical reasons. Process all tuition reimbursement requests in accordance with statute, code, and contract negotiations.
  16. Complete the yearly rollover of personnel computer information and manual updating of information for employees. Ensure records are retained in accordance with New Jersey Statute and Administrative Code.
  17. Conduct at least 20 observations and evaluations of administrators, supervisors, and/or teaching staff members a school year using the school district's approved evaluation models.
  18. Manage the substitute services provided by the district so that instructional quality is maintained in times of teacher absences and job responsibilities are maintained in times of staff absences.
  19. Serve as the School District Affirmative Action Officer. Conduct investigations and trainings as necessary.
  20. Serves as the Anti-Bullying District Specialist.
  21. Determines the appropriateness of Home Instruction services for students attending outside agencies, and approves all payments for said services, if appropriate.
  22. Coordinate the BHPRSD Drug and Alcohol Intervention Program.
  23. Oversees the training, procurement, and implementation of Sandy Hook Promise.
  24. Coordinates the District mentoring programs and New Teacher Orientation.
  25. Plans all summer workdays and times. Plans all administrative and supervisory professional development. Plans any district-wide orientation for faculty and staff.
  26. Serves as liaison between area colleges and the district in the acceptance and placement of student teachers.
  27. Responsible for determining the need for other salaried positions, posting for those positions and hiring personnel associated with other salaries, like Credit Completion, summer instructional and non-instructional positions, after-school programs, SAT Preparation programs, and other school-based or district-based salaried positions.
  28. Serves as liaison between area colleges and the district in acceptance and placement of student teachers..
  29. Coordinates special programs throughout the schools, including approving virtual/on-line education and Option II possibilities. Serves as the school district Naviance system coordinator.
  30. Will operate as the School District's "Drop-Out Prevention" specialist, devising a series of efforts, pathways, actions and strategies to connect the importance of education to students and families.
  31. Coordinates and attends BHPEA, BHPAA and BHPSA liaison meetings and makes adjustments, recommendations, and remedies problems as necessary and appropriate.
  32. Collects Professional Growth Plans, professional development certificates of attendance and school law certificates of attendance from supervisory and administrative staff. Responds appropriately when a supervisor and/or administrator does not have appropriate professional development experiences/hours.
  33. Serves as the District Comprehensive Equity Officer and Title IX Coordinator.
  34. Attends monthly Board of Education meetings.
  35. Serves as and assumes responsibilities for Harassment, Intimidation and Bullying, and Civil Rights Compliance, and serves as the designated domestic violence liaison for staff.
  36. Manages, revises and updates any policies related to personnel as needed.
  37. Serves as liaison between employees and the Employee Assistance program, and/or other health-related programs designed to improve individual or organizational health.
  38. Performs other duties as may be assigned by the Superintendent.


TERMS OF EMPLOYMENT: 12 months from July 1 to June 30, as per negotiated agreement between the employee and the Black Horse Pike Board of Education, Board of Education Policy, law and past practices.

EVALUATION: Performance of these functions will be evaluated annually in accordance with state law and the provisions of the board's policy on the evaluation of certified personnel.
