Project Overview:

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Job Summary:

The Assistant Resident Engineer (ARE) - Cost Verification is responsible for the management, coordination, and oversight of all field-based cost verification activities, ensuring that Contractor costs claimed as Reimbursable Costs are accurately validated, fully substantiated, contract-compliant, and auditable.

The ARE leads a team of Field Engineers and serves as the primary interface between field cost capture, Contract Administration, and Project Controls, ensuring that:
  • Field data is accurate, complete, and traceable
  • Costs claimed are allowable under the Price and Payment Provisions
  • Payment applications are supported based on verified evidence

The ARE plays a critical role in the Cost Verification and Payment Review (CVPR) process, supporting progress payment certification, cost control, and audit readiness. The position requires close coordination with the Contractor, Resident Engineer team and the Contracts and Project Controls teams.#LI-RM1

Major Responsibilities:

  • Leads and manages a team of Field Engineers responsible for labor, equipment, and materials (LEM) verification
  • Establishes clear expectations, workflows, and quality standards for field cost capture
  • Reviews and validates field outputs (DSRs, quantity reports, logs) for completeness and accuracy
  • Oversee verification of labor, equipment, and material usage against actual field conditions
  • Ensure all claimed costs are physically verified, properly documented, and contract compliant
  • Lead the field validation component of Contractor payment application reviews
  • Provide substantiated recommendations on approval, adjustment, or rejection of cost claims
  • Coordinate with Contract Administration, Project Controls, and CVL on cost verification decisions
  • Ensure field data supports the Cost Management Model and monthly reporting processes
  • Monitor productivity, resource utilization, and cost performance against progress
  • Coordinate interfaces between field engineering, contracts, and project controls functions
  • Provide leadership, training, and technical guidance to field staff


Education and Experience Requirements:

  • Required bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Significant experience on large-scale infrastructure or tunneling projects preferred
  • Demonstrated experience in cost verification, construction management, and contract administration


Required Knowledge and Skills:

  • Strong knowledge of cost-reimbursable contracts and allowable cost principles
  • Ability to interpret contract documents
  • Proven leadership and team management capability
  • Excellent analytical, documentation, and communication skills
  • Ability to manage complex coordination across multiple functions
  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • Ability to work in a fast-paced collaborative environment.
  • Able to obtain a valid California Class C driver's license within 60 days of starting on the project.
