Position SummaryIncumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Duties and Responsibilities- Performs engineering reviews of permit application submittals and recommends modifications to plans, specifications, TTCPs, and engineering agreements in accordance with MassDOT design criteria, policies, and regulations.
- Provides guidance and direction to consultants, developers, public entities, subordinates, and others to ensure access permitting review and issuance is performed in accordance with current CMR, policies, & procedures, and that associated construction activities are performed in accordance with current standards.
- Performs customer service work (email, telephone, and in person) to potential permit grantees and other public and private entities to ensure effective, consistent, and streamlined MassDOT permitting process.
- Consults and coordinates with various District and Statewide Units and Sections to ensure permits are reviewed and prepared in a timely manner for issuance in accordance with CMR requirements.
- Organizes, reviews, enters, and extracts data into and from the current permit software application.
- Prepares outgoing correspondence in response to customer inquiries, permit submittals, and other related matters requiring an official response.
- Prepares permit submittal packages to the District Permit Engineer for final review.
- Assists the District Permits Engineer and the District Economic Development Engineering in coordinating the District review of environmental documents as part of the MEPA process.
- May prepare and/or review engineering or environmental reports and studies.
- Assists the District Permits Engineer and the District Economic Development Engineer with the review of canvass requests from the MassDOT OREED Section and Outdoor Advertising Section.
- Assists the District Permits Engineer and the District Economic Development Engineering with Special Permit activities, such as movie/television filming requests.
- Supervises and coordinates the activities of permit inspectors to ensure compliance.
- Conducts field investigations to determine the necessity of repair or reconstruction of roads or structures.
- Responds to permit inquiries & resolve complaints or refer them to appropriate staff members.
- Performs other related work as required.
This position is eligible for a five-thousand dollar ($5,000) signing bonus (Signing Bonus) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.Qualifications:Minimum Entrance Requirements This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering**, may be substituted for the required experience. *
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
