Job Duties

To provide technical support to the DOC Payroll Staff in the form of payroll system guidance and training, policy/procedure interpretation, development, and revision, complex problem resolutions, and special payroll related projects by maintaining a working knowledge of CIPPS, as directed by the Payroll Director.
To supervise employees who maintain the petty cash account, distribute reports, etc. This position also serves as a back up to the Payroll Director for decision making and certifying payrolls.

Minimum Qualifications

Considerable knowledge of payroll practices as well as working knowledge of payroll systems/applications. Ability to analyze fiscal transactions for compliance with payroll procedures and regulations, to perform detailed work with numerical data, and to make mathematic calculations rapidly and accurately. Ability to apply and explain established policies, procedures, and regulations. Ability to communicate verbally and in writing, and to adapt to changes in policies, procedures, and priorities.

Experience in supervision/management and experience in a computerized payroll environment.

Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia a7 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia a7 2.2-3132.

Additional Considerations

Advanced knowledge, education, training, or certification in Accounting, Business Administration and/or 5+ years of State Service with extensive experience with payroll and benefits with a combination of accounting course work or acquisition of an American Payroll Association Certification (FPC - Fundamental Payroll Certification or CPP - Certified Payroll Professional).
