Assistant Manager, Payroll, Benefits & HRIS

Permanent Full Time

HOURS OF WORK: 35 Hours/Week

START DATE/TERM: Immediately

REPORTS TO: Manager, Payroll, Benefits & HRIS

POSITION SUMMARY:

This position collaborates closely with the Manager, Payroll, Benefits, and HRIS to oversee the Agency's Payroll, Benefits, and Human Resources Information System functions, and provides leadership to front-line payroll staff.

The Assistant Manager is responsible for ensuring effective and efficient management of all day-to-day, monthly, and annual payroll and benefits operations, delivering timely and accurate full-cycle payroll processing for over 500 salaried and hourly employees (both unionized and non-unionized). This role also plays a key part in supporting the continuous improvement of Macaulay's payroll, benefits, and HRIS practices and procedures.

The Assistant Manager, Payroll, Benefits, and HRIS serves as a member of the management team.

RESPONSIBILITIES:
Payroll
  • Reviews and approves accurate and timely processing of semi-monthly salary and or biweekly hourly payrolls and grant/special payments according to predetermined schedules, Collective Agreement, Agency Policies, and applicable current legislation.
  • Delivers back-up support to payroll team to prepare full cycle payrolls (salary and or hourly) according to predetermined schedules, maintaining compliance with current legislation and collective agreement.
  • Supports year-end preparations and reconciliations and preparation of various reports/forms required from federal, provincial and municipal government departments.
  • Provides review and analysis of payroll processes for compliance, effectiveness and efficiency. Develops, documents and implements payroll processes ensuring internal controls.
  • Supports year-end Agency audit

Benefits and Pensions
  • Participates in regular plan reviews and plan enhancements.
  • Supports ongoing staff education regarding the benefit and pension plans.
  • Assists with staff inquiries related to payroll, benefit, and pension with a high level of customer service, coordinating with external parties when necessary.
  • Provides basic interpretation of the collective agreement, Agency policies and plans as it relates to benefits and pension.

Human Resources Information System (ADP Workforce Now)
  • Reviews and approves Confirmation of Employment letters for front line staff
  • Coordinates the continuous improvement of the HRIS and the use of HRIS to achieve efficiencies and better management of payroll and HR processes across the agency.
  • Generates recurring reports and special reports as requested
  • Responds to employee inquiries and provides HRIS user support.
  • Supports the development and delivery of training to end users to support application utilization and enhance the use experience.
  • Troubleshoots HRIS issues and works to resolve identified issues

General
  • Attend agency staff meetings and training, team meetings and special events.
  • Maintain optimal attendance at work.
  • Work evenings and weekends when required.
  • Work in compliance with all applicable regulations and laws
  • Comply with all Macaulay policies, practices and quality standards.

  • Perform other tasks as delegated or assigned

QUALIFICATIONS:
  • Bachelor's degree or diploma in Business, Accounting, Human Resources, or related field (Preferred)
  • Payroll Compliance Practitioner (PCP) certification
  • Payroll Leadership Professional (PLP) certification (Preferred)
  • Minimum 5 years of experience handling full-cycle payroll, benefits and pension administration, and HRIS and payroll software (ADP Workforce Now preferred)
  • Experience in a leadership or supervisory role
  • Proven intermediate to advanced technical skills utilizing Microsoft Office Suite
  • Experience working in a unionized environment and administering a collective agreement is an asset
  • Strong organizational capabilities to manage multiple projects with the ability to multitask and prioritize effectively
  • Proven ability to effectively develop, organize and maintain data management systems

SALARY:Assistant Manager, Payroll, Benefits and HRISSalary Scale ( $76,090 - $88,280 per annum) with Competitive Benefits Package (health & dental), Defined Contribution Pension Plan, and paid time off entitlements (starting at 20 vacation days & 5 float days).
