General Description

Assists the Management and Budget Director in the development, implementation, monitoring, and administration of the County's annual budget and Capital improvement Program. Performs highly specialized and administrative functions to assist in planning, preparing, analyzing, reporting, monitoring, and forecasting budgets for the County. Oversees timely filings of budgetary, ad valorem, and arbitrage reporting. Works under limited supervision and must exhibit a high level of sound independent judgment.

Essential Functions

  • Full-time, in-person position based in Lecanto, FL, scheduled hours are Monday - Friday, 8:00 AM to 5:00 PM.
  • Work before/after normal business hours (may include on-call at nights, weekends, and holidays) as needed.
  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Assists in the development, implementation, monitoring and ongoing maintenance of the annual budget.
  • Evaluates departmental budget requests, budget transfers, and interprets policies, practices and procedures as required, making appropriate recommendations for administrative review.
  • Provides assistance and advice to departments regarding budget formulation, program operations and control of appropriations.
  • Evaluates department supplemental budget requests for need, appropriateness, and fiscal impact, and prepares recommendations for administrative review.
  • Develops and maintains mechanism to monitor and control expenditures and other operating expenses.
  • Maintains historical revenue and expenditure cost data.
  • Complies with "Truth in Millage" guidelines.
  • Develops long-range programs, five-year capital budgets, and budget forecasting models.
  • Assesses the impact of the Capital Improvement Plan on the operating budget.
  • Prepares official documents for tax and budget certification.
  • Assists the Management and Budget Director in preparing budget presentations to the Board of County Commissioners.
  • Prepares the mandated advertisements and documentation required for public hearings and the adoption of the final budget by County Commission.
  • Calculates the annual fund balance adjustment for all funds and prepares the exhibit for the budget resolution.
  • Coordinates with the consultant for the calculation of the indirect cost allocation plan, and the annual arbitrage calculation.
  • Reviews agenda items for department budget transfers and appropriations.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience
  • Bachelor's Degree or work experience equivalent to five (5) years of college education in Accounting, Finance, Business Administration, Public Administration, or a closely field.
  • Four (4) years of budget and supervisory experience.

Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Ability to work before/after normal business hours (may include on-call at nights, weekends, and holidays).
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Ability to communicate effectively, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses:
    • ICS-300: Intermediate ICS for Expanding Incidents
    • ICS-400: Advanced ICS and General Staff

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves occasionally lifting and carrying up to 20 pounds.
  • The job requires frequent balancing, and occasional bending, squatting, kneeling, and reaching above shoulders.
  • The job requires the completion of tasks that involve typing, simple grasping, pushing, pulling, and fine manual manipulation.
