Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Northeast Florida State Hospital (NEFSH) is a 706-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state-operated civil treatment facility.

ANTICIPATED VACANCY

We are seeking a talented, mission driven, goal-oriented Assistant Hospital Administrator to join our team. This is a highly responsible and professional position responsible for directing the mission and philosophy of care of the facility by demonstrating leadership through exploring, developing, accepting, and implementing new ideas with vision, foresight, and customer sensitivity to meet the facility and community's needs. The Assistant Administrator shall ensure the facility is adequately staffed, established standards are met, and adequate resources are provided to meet the needs of the patient populations served.

The Assistant Administrator must be a sound leader who possesses excellent communication and interpersonal skills to foster cooperation across departmental lines and manage information, and environmental and fiscal resources to accomplish goals. The Assistant Administrator must be able to maintain and demonstrate a broad knowledge of tasks and assets necessary to accomplish the agency's goals.

Specific Duties and Responsibilities include:
  • Work independently assisting the Hospital Administrator in planning, coordinating and directing activities of a state-operated mental health treatment facility.
  • Directs long-term strategic objectives, and annual business plan objectives; implements policies, procedures, and goals designed to meet the hospital's mission, vision, and values.
  • Provide strategic direction, leadership and oversight for operational areas of the hospital, including Security, Maintenance, and Facility support and ancillary services such as laundry, and transportation ensuring all key processes are aligned with the goals and objectives of the agency.
  • Stay abreast of healthcare regulations, standards, and accreditation requirements, ensuring the hospital's compliance with all applicable laws and regulations. Assure adherence to federal, state and other applicable regulatory requirements to meet applicable hospital licensure requirements.
  • Collaborate with healthcare teams to develop and implement quality improvement initiatives, patient safety programs, and process optimization projects.
  • Develop and implement operational policies, procedures, and protocols to ensure efficient workflow, optimal resource allocation, and compliance with regulatory requirements.
  • Provide 24/7 Administrator On-Call coverage on a rotating or as needed basis.
  • Lead the implementation of Customer Service principles to meet and exceed expectations of internal and external customers; coordinate the activities of all institutional staff relative to customer service and customer service improvement.
  • Develop, manage, review and analyze reports of key management performance indicators; ensure that necessary corrective actions are accomplished in a timely manner.
  • Establish, monitor, and recommend improvements with key measures of performance assuring management excellence, treatment excellence, and customer/partner satisfaction in the most cost-effective manner possible.
  • Engage with the agency's executive team, hospital's executive team, and other stakeholders to provide information and reports related to operational performance, strategic initiatives, and opportunities for growth.
  • Foster effective working relationships and collaboration with physicians, nursing staff, department leaders, and other healthcare professionals to ensure seamless coordination of care and operational efficiency.
  • Foster a culture of continuous improvement by promoting evidence-based practices, lean methodologies, and innovation throughout the organization.
  • Other assigned duties as required.

Minimum Qualifications:
  • BA/BS required. Master's degree is desired in business, healthcare administration, or operations management
  • Minimum of 5+ years' experience leading, optimizing, and growing complex healthcare teams, or related work in healthcare administration or hospital operations, with progressive leadership responsibilities
  • Three years of experience serving in a hospital senior leadership role
  • In-depth knowledge of healthcare regulations, policies, and accreditation standards
  • Proven track record of driving operational excellence and achieving results
  • Excellent leadership, communication, and interpersonal skills


Preference will be given to applicants who have:
  • Experience in Forensic or Corrections.
  • Experience in Mental Health.
  • Experience in Budgeting and Finances.
  • Experience in Patient Satisfaction Surveys.
  • Experience in Hospital or Practice Management.
