About the PositionThe Assistant Fire Chief (Y07) is a high-level supervisory and executive-level management position that provides key management, administrative, and technical level support to a Deputy Fire Chief or the Fire Chief, and/or may function as the manager within a major functional area. Incumbents in this position supervise, lead, and direct the activities of one or more major operational or administrative functions, units, or programs and are responsible for strategic planning, policy development, fiscal management, and resolving complex Departmental problems, issues, or concerns. Assistant Fire Chiefs may represent the Fire Chief, Deputy Fire Chiefs, and the Department in various situations among other agencies, organizations, or stakeholders. Incumbents may be responsible for the management and coordination of complex emergency and non-emergency incident operations in fire suppression, emergency medical services, hazardous materials, and technical rescue to ensure incidents are safely mitigated to protect and preserve life, property, and the environment. This position exercises an extensive degree of independent judgment and action in the performance of its duties and responsibilities within the scope of departmental policies and procedures. Work is evaluated based on the knowledge, skills, abilities, and performance of duties and responsibilities; adherence to established policies, procedures, protocols, and regulations; and the effectiveness and efficiency of the administrative and operational activities of their assignment. Incumbents in this position may be reassigned at any time at the discretion of the Fire Chief to other major executive-level management areas as necessary.
This position is designated "Essential", and the employee must be willing to participate during emergency situations in the event of a natural or manmade disaster and special activities/events. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.About the AgencyThe mission of the Prince George's County Fire /Emergency Medical Services (EMS) Department is to serve our communities with excellence by providing the highest quality of risk reduction, fire suppression, rescue, emergency medical, and all-hazards response services to enhance the quality of life in Prince George's County.
Examples of Work - Manages, coordinates, and directs fire suppression, rescue, and emergency medical services response activities of one of the Fire/EMS Department's four platoons, including the day-to-day administrative and emergency operations.
- Ensures adequate deployment of personnel and resources to meet the Department's mission.
- Responds to emergency and non-emergency incidents as necessary, specifically the most complex incidents, to provide/assume incident command or oversight to ensure safe mitigation to protect and preserve life, property, and the environment.
- Coordinates multi-agency and mutual aid responses when necessary.
- Conducts post-incident analysis and debriefings for major complex incidents.
- Directly supervises and conducts performance reviews for Battalion Chiefs, support staff, or other personnel.
- Manages a major operational/administrative bureau/division/program as directed by the Fire Chief
- Directly responsible for assuring all administrative matters, functions, or operations of a respective division or functional area are carried out effectively and efficiently.
- Assists in budget preparation, resource allocation, and fiscal oversight.
- Establishes and maintains effective working relationships with the public, elected officials, executive leadership, and subordinates.
- Receives, reviews, and investigates citizens' complaints and ensures timely handling and preparation of responses and adjudication of problems.
- Administers the Fire/EMS Department's policies, procedures, and general orders and ensures compliance by all personnel
- Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, they are within the general, occupational category and responsibility level associated with the employee's class of work.
Qualifications- Bachelor's degree from an accredited College or University in Fire Science and Emergency Services, Organizational Development, Business/Public Management, or field closely related to assignment/functional area.
- Ten (10) years of progressive experience in a large career fire, rescue, and emergency medical services department, with at least three (3) years of supervisory experience in a Chief Officer role, i.e., Battalion Chief, Assistant Chief, Deputy Chief, Fire Chief. Experience must include service in a large department, having more than 350 career firefighters. There is no substitution for the required supervisory/management experience.
- Must have completed a structured traditional Career Recruit School or equivalent at the firefighter level.
- Must possess National Pro Board or International Fire Service Accreditation Congress (IFSAC) certifications for Firefighter II, Fire Officer IV, Fire Inspector I, Hazardous Materials Operations, and Fire Department Incident Safety Officer.
- Must possess National Incident Management System (NIMS) Incident Command System (ICS) 100, 200, 300, 400, 700, and 800.
- Must possess Emergency Medical Technician (EMT) certification with the ability to achieve reciprocity in the State of Maryland with the Maryland Institute for Emergency Medical Services Systems.
- Must possess and maintain a valid Class C Driver's License or equivalent issued by state of residence. Must possess and maintain a valid Class B Motor Vehicle Operator's license or equivalent issued by state of residence.
- Must have completed all the noted certifications and trainings at the time of application.
Preferred Qualifications- Master's Degree from an accredited College or University in Fire Science and Emergency Services, Organizational Development, Business/Public Administration, Public Safety Leadership, or a closely related field; or an equivalent combination of relevant education and experience.
- Paramedic licensure/certification with the ability to achieve reciprocity in the State of Maryland with the Maryland Institute for Emergency Medical Services Systems.
- Chief Fire Officer (CFO) credential designation from the Center for Public Safety Excellence.
- Executive Fire Officer (EFO) from the National Fire Academy.
