Full Job Description
Assistant Facility Security Officer

Role Description

Under the direction of the Facility Security Officer (FSO), the Assistant Facility Security Officer (AFSO) supports the administration and day-to-day operation of the company's industrial security program in accordance with the National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117, applicable Department of Defense and Intelligence Community requirements, and company security policies. The AFSO supports classified programs, personnel security, facility security, security education, contract security, FOCI compliance, and government security reviews. The AFSO may serve as the primary security representative for an assigned location while operating under the direction and oversight of the FSO.

Responsibilities
• Assist the FSO with implementation and maintenance of the NISPOM-compliant industrial security program, security policies, Standard Practice Procedures (SPPs), and required security records.
• Support DCSA Security Reviews, self-inspections, assessments, inquiries, corrective actions, and required reporting through applicable government systems.
• Administer personnel security activities using DISS and NBIS, including clearance processing, eligibility and access verification, visit requests, briefings, debriefings, and maintenance of personnel security records.
• Verify clearance eligibility, SCI access, need-to-know, and applicable program requirements before granting or coordinating access to classified information.
• Conduct or coordinate initial, annual refresher, foreign travel, counterintelligence, insider threat, and other required security briefings.
• Assist with the receipt, accountability, storage, transmission, reproduction, destruction, and disposition of classified information in accordance with applicable requirements.
• Support physical security requirements for classified facilities, controlled areas, SCIFs, and classified program spaces, as applicable.
• Assist with DD Form 254 administration, classified contract and subcontract security requirements, and coordination with government customers, prime contractors, subcontractors, Contracts, and Program Management.
• Support FOCI compliance activities, including SF 328 information, changed conditions, governance documentation, reporting, training, and requirements associated with the company's FOCI mitigation instrument, as applicable.
• Support the Insider Threat Program and coordinate with the Insider Threat Program Senior Official (ITPSO), Security, Information Security, Human Resources, Legal, and other stakeholders.
• Assist with preliminary security inquiries, incident documentation, adverse information and SEAD 3 reporting, corrective actions, and security metrics; promptly elevate reportable matters to the FSO.
• Serve as a security resource for employees and management and support facility moves, classified program stand-up activities, government visits, and other security projects as assigned.

Required Qualifications
• Active TS/SCI eligibility/access and a current polygraph. Candidate must be able to maintain TS/SCI and polygraph requirements as a condition of employment.
• 3+ years of relevant industrial security, personnel security, government security, or related experience.
• Working knowledge of 32 CFR Part 117 (NISPOM Rule) and U.S. Government industrial and personnel security requirements.
• Experience with DISS, NISS, NBIS, or comparable government security systems.
• Working knowledge of personnel security clearance processes, classified information protection, classified visits, and security education requirements.

Preferred Qualifications
• Bachelor's degree or equivalent combination of education and relevant industrial security experience.
• Strong written and verbal communication, organizational skills, attention to detail, and ability to manage multiple security requirements and deadlines.
• Ability to exercise sound judgment, protect sensitive information, work independently within assigned authority, and appropriately elevate significant security and compliance matters to the FSO.
• Completion of applicable DCSA/CDSE FSO and industrial security training.
• Experience supporting DCSA Security Reviews, NISPOM self-inspections, DD Form 254 requirements, SF 328/FOCI compliance, and Insider Threat Programs.
• Familiarity with DoDM 5200.01, SEAD 3, ICD 704/705, SCIF requirements, COMSEC, and other applicable security requirements.
• Industrial Security Professional (ISP) certification or other relevant security certification.

Clearance & Access Requirements

This position requires an active TS/SCI clearance with a current polygraph and continued eligibility for access to classified and Sensitive Compartmented Information. The employee must maintain all clearance, access, citizenship, need-to-know, briefing, and polygraph requirements applicable to assigned programs and facilities.

Reporting Relationship

The AFSO reports to and operates under the direction of the FSO. The AFSO is authorized to perform assigned industrial security functions on behalf of the company; matters requiring formal FSO action, government notification or approval, corporate reporting, or significant interpretation of security requirements will be coordinated with and elevated to the FSO.

Pay Range and Compensation Package
• The estimated base salary range for this role is $130k - $160k depending on experience

Physical Requirements

This position primarily works in an office environment. It requires the ability to sit or stand for long periods of time and frequent walking. Daily use of a computer, phone, office equipment and other computing and digital devices is required. Some travel may be necessary - the ability to travel by car, plane, train, bus, vessel, or metro, operate a motor vehicle and maintain a valid Driver's License and/or effectively navigate public transportation is required.

While performing the responsibilities of the job, the employee must be able to read and respond to inter-office communications as well as effectively participate in meetings.
