Description
The Cosumnes Community Services District (District) and the Cosumnes Fire Department (CFD) is seeking qualified professionals for the position of Assistant EMS Performance & Development Coordinator.
THE POSITION

Under general supervision, is responsible for assisting in the review and evaluation of the delivery of patient care through the Peer Review / Continuous Quality Improvement process; the improvement and/or maintenance of patient care delivery standards through on-going education and training; further advancing the level and quality of care provided by the EMS personnel by working with area hospitals and/or other EMS providers in EMS based research.

Salary Information:

The Assistant EMS Performance & Development Coordinator salary range is between$8,086.00 - $11,378.00per month. The District typically appoints new employees at step 1 of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge, and shall be no more than the mid-point of the salary range.

Duties and Responsibilities
The following duties are intended only as illustrations of the various types of work that may be performed.   • Assist with the Peer Review / Continuous Quality Improvement (CQI) program and process;
  • Review Patient Care Reports to monitor and ensure federal, state, local and departmental Emergency Medical Services standards are met or are exceeded; for completeness and legibility; for appropriateness of medical treatment and care in accordance with LEMSA treatment policies and protocols; and for compliance with District SOPs as deemed applicable;
  • Assist with record keeping and the management of electronic databases;
  • Exercises confidentiality of medical and other privileged information;
  • Assist with CQI audits / analysis of care as deemed necessary;
  • Periodically evaluate field performance and mentor EMTs and Paramedics;
  • Research and implement the use of new products and medical equipment for the improvement of patient care;
  • Assist with managing and coordinating the development of curriculum and conduct continuing education and training to all personnel to fulfill certification requirements for both ALS and BLS personnel or a result of changing trends in EMS based on LEMSA policy and protocol updates;
  • Research and coordinate the use of subject experts as needed;
  • Coordinate scheduling of training in the EMS Division;
  • Assists with record keeping regarding certifications and continuing education;
  • Assist in assigning employees to act as field training officers (FTOs) with new employees;
  • Evaluate progress of new employees' clinical and documentation skills and recommend/deliver training as appropriate;
  • Assist in developing, implementing and analyzing prehospital emergency care research with hospitals and/or other EMS providers;
  • Advise in establishing patient care standards and policies and procedures for the Department;
  • Function as an alternate liaison between the Department EMS program and other providers, hospitals and LEMSA;
  • Assist with the annual EMS budget;
  • May function as an Alternate Designated Infection Control Officer;
  • Performs other related essential duties as required.


Qualifications
Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considering qualifying at the sole discretion of the District .A typical way to obtain the knowledge and skills would be:

Education and Training:
  • A licensed EMT-P in the state of California or NREMTP and maintain it throughout employment ;
  • A license to practice as a Registered Nurse issued by the California Board of Registered Nursing and maintain it throughout employment is highly desirable;
  • An Associates in Science from an accredited college or university (a Bachelor's degree from an accredited college or university is desirable).

Experience:
  • Five years of recent professional paramedic field experience or nursing experience in a hospital emergency room setting or as part of an emergency transport team in an advanced life support environment.

Special Requirements:
  • Current Advanced Cardiac Life Support and Pediatric Advanced Cardiac Life Support certification;
  • Must possess a valid California class "C" driver's license, with a clean driving record and maintain it throughout employment.

Knowledge of:
  • Principles, practices and procedures of nursing or paramedicine and medical care in an emergency environment;
  • Principles and practices involved in instructing and training personnel involved in providing emergency medical services for critically ill/injured patients at the scene or en- route as part of a transport team;
  • Principles and practices associated with evaluating prehospital provider competencies and protocol compliance;
  • Rules and regulations of the Fire Department, State laws, and national standards relating to EMS;
  • LEMSA Protocols, function of private and public ambulance providers and hospital emergency department operations;
  • Variety of computer programs and applications necessary to perform the job;
  • Methodology of data collection, evaluation, and interpretation.

Ability to:
  • Effectively and tactfully communicate both orally and in writing with CSD personnel and the public, representatives from other government agencies, independent contractors, vendors, etc.;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Objectively evaluate performance of paramedics;
  • Analyze situations and use independent judgment in developing recommendations to respond to fairly non-routine situations such as patient care issues, or employee problems regarding patient care and in implementing improvements to patient service delivery processes;
  • Comprehend and correctly use a variety of informational documents including patient care reports, policies from a variety of government agencies, budget documents, resolutions and training requests;
  • Prioritize multiple tasks;
  • Properly interpret and explain pertinent EMS requirements and Department policies and procedures;
  • Perform and effectively teach Basic and Advanced Life Support Services and provide instruction and feedback;
  • Prepare clear and concise reports, correspondence and memos using prescribed format and conforming to all rules of punctuation, grammar, diction and style.

  • Mobility: frequent use of keyboard; frequent sitting at desk and in meetings for long periods of time; occasionally reaching and twisting to reach equipment surrounding desk; occasional walking, standing, bending, stooping, and squatting; occasional pushing, pulling or lifting up to twenty (20) pounds;
  • Vision: constant use of overall vision; frequent computer use; occasional color and depth vision;
  • Dexterity: frequent repetitive motion; frequent writing and typing; frequent grasping, holding and reaching; frequent operation of office equipment, computers and clerical supplies;

  • Driving: ability to use fine and gross motor coordination for driving.


Typical Working Conditions
Work is typically performed in an indoor office environment. Routine work is performed outside in various types of weather. Work may require travel to and from off-site locations at District expense. Infrequent exposure to EMS and Fire emergency scenes. Subject to after hours work for Designated Infection Control responses and emergency responses.

THE PROCESS:
