Position Summary

The PCAOB has a full-time, regular position for an Assistant Director, Program Management and Reporting in the Enterprise Strategy and Program Management Office (ESPMO) within the Office of the Chief Operating Officer (OCOO). Reporting to the Chief Strategy Officer, this role leads the PCAOB's Program Management Office and is accountable for enterprise program oversight, project management governance, delivery standards, project management delivery, and executive reporting on projects and strategic priorities.

The role also requires the ability to evaluate and responsibly apply emerging technologies, including artificial intelligence, to improve project delivery, reporting efficiency, decision support, and enterprise portfolio visibility.

This role centralizes program oversight, project governance, project management support and project reporting within the ESPMO, aligning enterprise strategy execution, project management standards, performance tracking, and executive reporting under one accountable function.

The incumbent leads a small team of project managers and operates the PMO as the PCAOB's Center of Excellence for project management practice and will also lead project management efforts. The role partners closely with the Office of Technology (OT), including the Assistant Director, OT Portfolio Management, as well as Finance, Human Resources, Enterprise Risk Management, and division and office leaders across the organization. This position requires a proactive, service-oriented leader who exercises sound judgment and communicates with credibility at all levels, including the Board and leadership.

Responsibilities

Program Management Office Leadership
  • Lead the Program Management Office within the ESPMO, establishing the vision, operating model, service offerings, and annual objectives for enterprise program and project management support.
  • Direct the delivery of program and project management services for technology and non-technology initiatives across all PCAOB divisions and offices.
  • Establish and maintain program-level oversight for multi-project, multi-year efforts, ensuring initiatives are scoped, sequenced, resourced, and delivered in alignment with the PCAOB Strategic Plan and annual planning cycle.
  • Operate the PMO as the enterprise Center of Excellence for project management, setting standard practices for delivery, risk management, reporting, and templates across technology and non-technology initiatives.
  • Advise the Chief Strategy Officer and OCOO leadership on program health, delivery capacity, escalations, and trade-off decisions.


Project Management Governance and Standards
  • Own and continuously improve the PCAOB project governance framework, including the tiered governance model and its scaling for small, medium, and large projects.
  • Administer the enterprise project intake, classification, prioritization, and approval process, ensuring transparency and consistent decision rights.
  • Define and maintain project management methodologies, standards, templates, stage gates, and quality expectations across waterfall, agile, and hybrid delivery approaches.
  • Lead complex, high-priority projects from initiation through closeout, including scope definition, planning, scheduling, stakeholder engagement, execution, risk and issue management, change control, and benefits realization
  • Monitor adherence to governance and delivery standards, conduct project health checks and quality reviews, and drive corrective action where standards are not met.
  • Lead administration of enterprise project management tooling, reducing duplicative tracking and reporting across divisions and offices.
  • Responsible for the holistic administration, optimization, and governance of the Workday Projects module.
  • Identify and responsibly apply AI-enabled tools and automation opportunities to improve project management workflows, reporting accuracy, insight generation, and consistency of enterprise project information.
  • Institutionalize lessons learned, after-action reviews, and continuous improvement practices to raise project management maturity organization-wide.


Enterprise and Executive Reporting
  • Lead enterprise-level reporting on strategic priorities and project execution spanning technology, annual planning, budget planning, process improvement, and cross-functional initiatives.
  • Design, produce, and continuously improve recurring reporting products, including project status reports, portfolio dashboards, milestone and risk summaries, and executive briefings for the Chief Strategy Officer, COO, Board, and other stakeholders.
  • Establish reporting standards, definitions, data sources, and cadences so that status, health, cost, and schedule information is consistent, accurate, and decision-ready.
  • Translate project and program data into clear insights, trends, and recommendations that inform prioritization, resourcing, and investment decisions.
  • Partner with Finance and OT to align project reporting with budget, actuals, and technology investment reporting, improving consistency across functions.


Portfolio Visibility, Risk, and Dependency Management
  • Maintain an enterprise view of active and planned initiatives, giving leadership visibility into scope, schedule, cost, benefits, risks, dependencies, and resource implications.
  • Identify and escalate cross-project dependencies, resource conflicts, and delivery risks, and facilitate resolution with sponsors, business owners, and technical owners.
  • Oversee enterprise project risk and issue management practices, including risk registers, mitigation planning, and escalation thresholds, in coordination with the enterprise risk management function within the OCOO.
  • Support prioritization and capacity planning by providing analysis of demand, resource allocation, and delivery constraints during the annual planning and budget cycles.
  • Partner with the Assistant Director, OT Portfolio Management on ESPMO-supported OT projects, ensuring enterprise-level reporting remains aligned with OT-specific portfolio reporting.


Stakeholder Engagement and Change Management
  • Serve as a trusted advisor to division and office leaders, project sponsors, business owners, and technical owners on program structure, delivery approach, and governance.
  • Ensure change management planning is embedded in project plans consistent with the PCAOB Change Management Approach and Toolkit, partnering with Organizational Development, Human Resources, Communications, and Learning and Development as appropriate.
  • Represent the ESPMO in enterprise forums, leadership briefings, and cross-functional working groups.
  • Manage relationships with vendors, consultants, and contracted project management resources, ensuring performance, accountability, and appropriate PCAOB oversight.


People Leadership and Supervision
  • Perform the full range of supervisory duties, including assigning and balancing work, evaluating employee performance, making recommendations for appointment and promotion, hearing and resolving concerns, and identifying development and training needs.
  • Recruit, develop, and retain project management staff and contractors consistent with business needs and the ESPMO operating model.
  • Coach and mentor staff on project management practice, stakeholder engagement, executive presence, and professional growth, providing timely and constructive feedback.
  • Foster a collaborative, service-oriented team culture that reflects the PCAOB values and the ESPMO commitment to quality, accountability, and continuous improvement.

Qualifications

Education/Experience
  • Bachelor's degree in business administration, public administration, information technology, engineering, or a related field required.
  • Minimum of 10 years of progressive experience in program and project management, including experience in a program or project management office; minimum of 5 years leading teams or managing project management professionals.
  • Demonstrated experience establishing or maturing program and project governance frameworks, delivery standards, intake and prioritization processes, and enterprise reporting in complex, cross-functional environments.
  • Experience producing executive- and board-level reporting on portfolios, programs, and strategic priorities.
  • Experience delivering both technology and non-technology initiatives using waterfall, agile, and hybrid methodologies.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
