Full Job Description
JOB SUMMARY

This position manages the fiscal operations of the City, including the Accounting, Budget/Investment, and Utility Billing divisions. This position also performs several fiscal operations of the City including long-term forecasting, investment management, cash and debt management, debt compliance, special analyses, and other duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor's Degree in public or business administration, accounting, or finance required. Minimum of five (5) years of progressively responsible governmental finance experience, including at least three (3) years of supervisory or management experience.

Special Requirements:

Certified Public Accountant preferred. Master's Degree in accounting, finance, business or public administration preferred. Certified Government Finance Officer preferred. Possession of a valid class "C" Texas driver's license required.

Knowledge, Skills and Abilities:
  • Knowledge of fund accounting, including the principles and practices of financial reporting, budgeting, cash and debt management, revenue reporting, and fiscal record keeping.
  • Skill in mathematics, analyzing, projecting, and organizing.
  • Ability to clearly and effectively communicate both orally and in writing, including the proper use grammar, punctuation, and sentence structure, as well as good public speaking skills.
  • Ability to analyze past revenues and expenditures, as well as economic and other conditions that might affect revenues and expenditures in future years.
  • Ability to develop and monitor operating and capital (CIP) budgets.
  • Ability to recommend investment strategies according to the PFIA.
  • Ability to exercise good judgment, make competent decisions, handle multiple projects, prioritize and organize work assignments for self and subordinate employees, meet deadlines, and work well under pressure and stress.

PHYSICAL DEMANDS

The work is sedentary and requires the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: fingering, handling, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motions, speaking, talking, visual acuity and walking.
