Reporting to the Director of Facilities and Operations, the Assistant Director of Facilities and Operations provides district-wide leadership, supervision, and management of assigned operational functions, personnel, programs, and projects. The Assistant Director serves as a member of the Facilities and Operations leadership team and is responsible for ensuring the effective execution of operational priorities that support safe, efficient, and high-quality learning environments.

The Assistant Director assists in the administration of district facilities, infrastructure, operational services, capital projects, maintenance programs, safety initiatives, technology systems, transportation services, food service operations, and other operational functions as assigned by the Director. Areas of responsibility may be modified based on district needs, organizational priorities, and the strengths of the administrative team.

The Assistant Director may be assigned responsibility for any operational division, department, program, project, initiative, facility, system, service, or personnel group under the supervision of the Director of Facilities and Operations. Areas of responsibility may be assigned, reassigned, expanded, or modified based upon district needs, organizational priorities, workload distribution, employee expertise, and the direction of the Director of Facilities and Operations.

The position supervises assigned personnel, oversees operational performance, supports budget administration, ensures regulatory compliance, coordinates projects and initiatives, and serves as a key liaison among schools, district leadership, municipal partners, contractors, and service providers.

Qualifications:
  • Experience in facilities management, building maintenance, or a related technical field; or equivalent combination of education and experience.
  • Minimum of three (5) years of experience supervising custodial, facilities, or building operations staff.
  • Experience in standardized facilities, custodial and janitorial best practices.
  • Valid Connecticut driver's license required.
  • Experience in a public school setting and/or unionized environment preferred.

Essential Duties and Responsibilities

The essential functions or duties listed below are the primary functions and duties of the classification.   • Assists the Director of Facilities and Operations in implementing district operational goals, priorities, and performance standards.
  • Provides leadership and direct supervision to assigned operational personnel and programs.
  • Supervises staff selection, evaluation, professional development, and performance management activities in accordance with district policy and applicable collective bargaining agreements.
  • Oversees assigned operational functions and ensures effective service delivery, responsiveness, and continuous improvement.
  • Assists in the development, administration, and monitoring of operational budgets within Board-approved appropriations.
  • Coordinates procurement activities, contract administration, vendor relationships, and purchasing processes within assigned areas of responsibility.
  • Assists with planning, coordination, and oversight of capital projects, facility improvements, infrastructure initiatives, and operational modernization efforts.
  • Oversees implementation of preventive maintenance programs, work order systems, inspections, and corrective action plans within assigned operational areas.
  • Conducts facility and operational assessments to identify needs, recommend improvements, and support long-range planning efforts.
  • Ensures compliance with applicable federal, state, and local laws, regulations, codes, permits, and district policies.
  • Ensures compliance with chemical hygiene and asbestos laws and regulations.
  • Supports district-wide emergency preparedness, safety initiatives, security programs, and operational continuity planning.
  • Collaborates with building principals and district administrators to ensure operational systems effectively support instructional programming and school-level needs.
  • Serves as a liaison with contractors, consultants, municipal officials, regulatory agencies, and service providers.
  • Prepares reports, recommendations, presentations, and other materials for the Director of Facilities and Operations and Superintendent as requested.
  • Supports strategic planning, organizational improvement initiatives, and operational restructuring efforts as directed.

ADDITIONAL DUTIES
  • Performs other duties and special projects as assigned by the Director of Facilities and Operations, Superintendent of Schools, or their designee.
  • Assumes responsibility for operational functions, personnel, programs, projects, facilities, systems, or initiatives as assigned by the Director of Facilities and Operations.
  • Responsibilities may be modified or reassigned to meet organizational needs and ensure the effective operation of the district.

Knowledge, Skills and Abilities
  • Comprehensive knowledge of facilities management, operations, maintenance practices, safety systems, project management, and organizational administration within a public-sector or similarly complex environment.
  • Knowledge of public procurement practices, contract administration, regulatory compliance requirements, and operational best practices.
  • Demonstrated ability to supervise personnel, manage projects, administer budgets, and coordinate multiple priorities simultaneously.
  • Ability to analyze operational data, identify trends, and develop practical solutions to complex challenges.
  • Strong leadership, organizational, problem-solving, and decision-making skills.
  • Ability to establish and maintain effective working relationships with staff, administrators, municipal officials, vendors, consultants, and community stakeholders.
  • Excellent verbal and written communication skills.
  • Sound professional judgment, discretion, and the ability to manage sensitive information appropriately.
  • Proficiency with computer applications including Google Workspace for Education, databases, financial software (e.g., MUNIS), work order systems, and project management tools.

Evaluation:

Performance will be evaluated in accordance with Board of Education policy based on fulfillment of assigned responsibilities and district goals.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • Must be mobile, able to push/pull objects of more than fifty (50) pounds and lift objects of more than twenty (20) pounds, stand or sit for prolonged periods, and be able to perform simple motor skills such as climbing a ladder
  • Able to hear normal sounds with some background noise, distinguish voice patterns and communicate through human speech, as in communicating via 2-way radio or the telephone
  • Ability to concentrate on moderate detail with occasional interruption.
  • Able to concentrate on fine detail with some interruption and attend to tasks and functions for more than 60 minutes at a time
  • May be exposed to fluctuating temperatures, seasonal outdoor weather, grease, oil, and odors, loud or unpleasant noises, high humidity, wetness, open flames and other heat sources.
  • Possible contact with poison ivy, bees, wasps, and other naturally occurring hazards
