Position Description
The Assistant Director of Administration is an Executive Leadership position within the department focused on advancing our mission building a Durham where everyone has affordable, safe, and fair housing. The ideal candidate will bring experience in team leadership, familiarity with affordable housing and community development, administrative and fiscal management competencies, and commitment to public service.

About the Department

This is an exciting time for the Housing and Neighborhood Services Department. We have recently combined the City's Affordable Housing, Code Enforcement, and Human Relations teams into one department.

Collaboratively, the teams work together to execute the City Council's affordable housing and neighborhood services goals. The department is committed to fostering an environment where everyone on the team is empowered to lead and achieve results consistent with the Council's goals and the department's work plan.

Duties/Responsibilities
Department Executive Leadership: Serves as a member of the HNS Executive Leadership team, which includes three Assistant Director positions and the Department Director, who collaboratively provide strategic direction and leadership to the HNS department, consistent with direction from the City Manager's Office and Council.

Fiscal Oversight: Directs the management of the budget for the department; works collaboratively with a team to prepare the department's annual budget; supports a team in monitoring revenues and expenditures, preparation of financial reports, and completion of complex financial and budgetary analysis with implications for department operations and policy development.

Procurement: Directs all processes for the department related to contracts and procurement and ensures compliance with local, state, and federal regulations related to procurement.

Data Analysis and Reporting: Directs the research and analyses of data with implications for administrative problem solving, the management of records and data sets; preparation of written and oral reports.

Performance Management Systems: Develops, monitors, and reports progress for the department's performance management systems, including work plans, learning and development plans, and performance measures for all department divisions.

Personnel: Directs personnel functions, including developing internal policies and procedures; supporting the department's implementation of our employee performance evaluation processes; supporting department recruitment efforts; and participating in the hiring process and onboarding for new employee.

Performs other duties as required, including serving in an acting capacity as Department Director in their absence.

Supervisory Responsibility

This position supervises and monitors the performance of a regular group of employees or division.

Minimum Qualifications & Experience

  • Bachelor's degree in public administration or a directly related field.
  • Nine years of progressively responsible related experience
  • Professional experience must include significant management and supervisory experience.

Additional Preferred Skills

  • Master's Degree preferred.
