Job Description

Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners and progress towards the City's major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City's energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation. The Assistant Commissioner, Operations will lead DEM's Operations Unit, which is responsible for implementing energy efficiency, clean energy, fossil fuel phase-out, and electrification projects across the city. With a team of approximately 50 full-time staff members, the Operations Unit is the largest within DEM and responsible for meeting several core legal mandates.

The Assistant Commissioner oversees work areas including, but is not limited to:

- Develop and execute on a large portfolio of energy conservation projects in city-owned properties to achieve citywide GHG reduction goals and energy savings; clearly communicate vision, develop measurable outcomes to evaluate performance; establish policy and procedures for effective service delivery.
- Lead the development of new programs including deep retrofits with guaranteed energy performance outcomes, low-energy design and construction, citywide energy efficiency building services, and operations and maintenance plans; as well as policies and guidelines to effectively invest in projects across city agencies to achieve citywide goals.
- Develop tools to assess, implement, and evaluate existing program services and advance implementation strategies for integrating new approaches and best practices into the program portfolio.
- Lead and supervise teams consisting of engineers, sustainability and environmental policy analysts, project and program managers, and technical staff responsible for implementing programs and services for DEM.
- Create an effective culture of communication that promotes employee engagement, interaction, and recognition.
- Advise on strategic matters and other issues affecting the division, including procurement, budget, policy, communications, and strategic initiatives.

All the duties described above including leading the Operations Unit which currently consists of 5 teams:

- The Agency Planning & Implementation (API) Team is responsible for providing technical assistance to agencies with portfolio planning, allocating expense and capital grant funding to agencies, performing project management oversight for incrementally funded DEM projects, and doing requisite handoffs to DEM's turnkey (Capital Project Implementation Team).

- The Building Optimization Team (BOT) focuses on preventative and predictive building systems maintenance, including helping agencies make investments in CMMS and uses real-time facility consumption data to detect anomalies and uncover faults on an ongoing basis and perform tuning activities to correct these inefficiencies.

- The Capital Project Implementation implements capital-funded energy efficiency retrofit projects, oversees the design and delivery of large lighting projects with agency partners and oversees the installation of replicable lighting project types via New York Power Authority (NYPA) for agency partners.

- The Clean Energy and Innovation Team manages clean energy project development and delivery and works to expand solar photovoltaic (PV) and other distributed energy resources across the City's buildings. The team supports solar feasibility studies (including roof condition assessments), provides funding for installations, assists with project implementation, and provides operations and maintenance support for City-owned clean energy assets, they also help vendors and agency staff test new technologies in City buildings. The Innovative Technology program also partners with The City University of New York's Building Performance Lab (CUNY BPL) on applied research work.

- The Technical Operations Team provides central, independent review of agency applications and internal proposals for all non-prescriptive projects; develops engineering standards and calculators; establishes inspection protocols; oversees DEM's energy auditing and measurement and verification (M&V) activities, manages third-party contractors who conduct energy audits for all City buildings that are at least 50,000 square feet in compliance with Local Law 87 of 2009, reviews the audits, and files the resulting Energy Efficiency Reports (EERs) with the Department of Buildings (DOB) and assists the overall Operations unit with financial and budgetary planning. Oversee the development, implementation, and management of DEM's project tracking platform (Salesforce).

Qualifications

A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or"
2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.
