DescriptionUnder the direction of the City Manager, the Assistant City Manager is responsible for executive management work, providing executive support to the City Manager and providing direction and oversight to department heads. Work is performed under the executive direction of the City Manager and guidelines established by City Council. Work involves development and administration of city policy and budget while providing oversight of various programs, projects and initiatives that foster staff and community development and ongoing communication.
First review of applications will occur on 11/15/26. In order to be considered for this review period applicants must apply prior to 11/15/26 SUPERVISION Under the direction of the City Manager.
ESSENTIAL FUNCTIONS OF WORK - Assist the City Manager in the administration, implementation, and execution of City Council policies and directives; prepare verbal and written reports to advise the City Manager on developing strategies and methods; oversee operations of departments; inform the City Manager of significant problems and accomplishments; serve as the City Manager in his/her absence and act in any designated area.
- Manage, direct, and supervise department heads; evaluate performance, coach where appropriate, review personnel actions and recommend employment terminations; recommend policies for personnel code and non-uniform personnel rules and regulations; provide guidance to department heads on policies, personnel matters, and problems; review goals, objectives, priorities, and programs.
- Develop and maintain effective working relationships with City Council members and various departments; coordinate activities to resolve conflicts and disputes; communicate with the public through telephone inquiries, public meetings, and special appearances; investigate and resolve public inquiries and complaints; represent the City at meetings, conferences, and on boards or agencies with multi-jurisdictional involvement; represent city administration at City Council or committee meetings as assigned;
- Manage special projects assigned by the City Manager; conduct research and prepare reports on findings; carry out assignments and advise the City Manager on various subjects; act as a liaison for the City Manager with various groups as assigned; utilize personal computer and/or mobile devices and related equipment for communication and report preparation.
- Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
Performs other duties as assigned.
POSITIONS DIRECTLY SUPERVISED: Various Department Heads.
MINIMUM REQUIREMENTS OF WORK - Possession of a Bachelor's degree in business or public administration or related field; and
- Ten (10) or more years of progressively responsible experience in city management or public administration, including supervisory experience; Master of Public Administration (MPA) or equivalent experience preferred.
- Must possess and maintain a valid State of Ohio driver's license and must remain insurable under the City's vehicle insurance policy.
- Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.
KNOWLEDGE OF: safety practices and procedures; office practices and procedures; principles, theories, and practices of executive and administrative planning; management and control; federal, state, and local laws; regulations and policies applicable to structure, functions, programs, and practices in conducting public services through city government; regulations and policies applicable to personnel management, functions, programs, and practices; modern principles, practices, methods, and techniques relating to effective delivery of services with the service group; labor relations, union negotiations, and mediation; effective practices and methods of communicating with the public.
SKILL IN: word processing; basic computer operation; typing and data entry; use of modern office equipment and software; verbal and written communication.
ABILITY TO: demonstrate professionalism; carry out instructions in written, oral, or picture form; read, copy, and record figures accurately; effectively communicate verbally and in writing in order to give and receive information in a prompt and courteous manner; organize, coordinate, and prioritize a variety of departmental programs, activities and projects to communicate complex ideas effectively, both orally and in writing; analyze financial data and relate such data to budget preparation and other fiscal planning; conduct research and prepare reports on a variety of subjects; establish and maintain effective working relationships with elected and appointed officials at all levels of government; communicate with staff, the media, and with the general public.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:The employee is exposed to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); this is considered sedentary work, and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor's physical demands strength ratings.
In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
HEALTH BENEFITSEmployees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNTAnnually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTALThe City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATIONNew employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVEEmployees receive 6 prorated days of personal leave annually.
