13 departments, approximately 4,884 FTEs, and a
$1.7B FY2026/27 Budget. As members of the City's executive leadership team, Assistant City Managers provide oversight of assigned departmental portfolios while working across organizational boundaries to advance City Council priorities, coordinate complex Citywide initiatives, and strengthen alignment, accountability, and results across the organization.
THE TWO ASSISTANT CITY MANAGER POSITIONSReporting directly to the City Manager and serving as members of the City's Executive Team, Assistant City Managers (ACMs) serve as
trusted partners to the City Manager, Mayor and City Council, providing executive leadership across assigned departmental portfolios and helping advance the City's most important priorities. The City is seeking two (2) ACMs to provide direction and support to department directors, connect work across organizational boundaries, and help ensure Citywide priorities move forward with strong alignment, accountability, and execution. These positions carry broad executive authority and advise the City Manager on complex policy, operational, fiscal, and organizational matters; represent the City in critical internal and external settings; and act on behalf of the City Manager as assigned.
Sacramento's ACMs are
enterprise leaders first and foremost. The City benefits from highly experienced and technically strong department directors who bring deep subject-matter expertise to their respective functions. As a result, the ACMs do not need to be the technical experts in every area they oversee. Their value comes from bringing the
versatility, strategic perspective, leadership, and organizational judgment to lead experts, connect priorities and resources, and help translate strategy into coordinated action and measurable progress.
The breadth of these roles creates opportunities to provide leadership across a wide range of municipal functions and Citywide initiatives. Depending on organizational needs, assignments may span areas such as
economic and community development, finance and administrative services, human resources, technology, culture and destination development, and other critical City functions. Portfolios may evolve over time, allowing the City to align executive leadership with changing priorities while drawing on each ACM's strengths and experience. The ACMs may also step across portfolio lines and support one another as priorities shift.
At the heart of these positions is the ability to
see across the organization: understanding how decisions in one area affect another, bringing the right people together around complex challenges, and helping strong departmental leaders translate Citywide strategy into coordinated action and measurable progress.

ESSENTIAL DUTIES AND RESPONSIBILITIESThe ACMs' key areas of responsibility include:- Executive Portfolio Leadership: Provide strategic direction and executive oversight across assigned departments, establishing clear priorities, strengthening accountability, and supporting department directors in delivering results.
- Citywide Strategy & Priorities: Help translate City Council and City Manager priorities into coordinated action, connecting policy direction with effective organizational implementation.
- Organizational Partnership: Work collaboratively with department directors and organizational leaders to understand operational needs, navigate complex issues, and support effective service delivery across the City.
- Cross-Departmental Alignment: Strengthen coordination among departments and across the organization, breaking down silos and ensuring interconnected initiatives move forward with shared direction and purpose.
- Policy & Executive Leadership: Provide strategic counsel to the City Manager, navigate complex and sensitive issues, and represent the City with sound judgment and political acumen.
- Performance & Delivery: Maintain a strong focus on execution, helping translate plans and priorities into measurable outcomes while promoting timely, fiscally responsible delivery.
STRATEGIC PRIORITIES & OPPORTUNITIES AHEADSacramento's ACMs will have the opportunity to help advance a range of significant Citywide priorities, bringing executive leadership, cross-departmental coordination, and a strong focus on execution to work already underway and emerging priorities, including:
- Strengthen Sacramento's Economic Development Ecosystem: Help advance the new Economic Development Department and ScaleUp Sacramento, including targeted industry growth, business attraction and retention, small business support, and workforce development.
- Create a More Predictable Path for Development: Advance Streamline Sacramento.
- Advance Catalytic Projects & Place-Based Investment: Help move significant development opportunities forward through public-private partnerships and strategic investment, including The Railyards, Old Sacramento Waterfront, Sacramento Valley Station, Aggie Square, Stockton Boulevard Housing Stabilization, and the Community Benefits Ordinance.
- Elevate Sacramento as a Destination: Strengthen the Waterfront-to-Convention Center corridor while advancing entertainment permitting, the creative economy, cultural districts, and heritage experiences that reinforce Sacramento's identity as a destination.
- Strengthen Fiscal Understanding & Decision-Making: Equip City Council and the community with a clear understanding of the City's financial picture, budget process, and fiscal realities, translating complex financial information into meaningful context that supports informed poli
