DescriptionSummary of Job Purpose: Under the direction of the Chief Information Officer (CIO), the Assistant Chief Information Officer (Assistant CIO) supports the leadership, planning, and day-to-day management of the County's Information Technology Department. This role assists in translating strategic technology direction into operational execution, oversees assigned IT projects and programs, and helps to ensure the delivery of secure, reliable, and efficient technology services across County departments.
In a small-team environment, the Assistant CIO serves as the primary operational manager of the Information Technology Department and provides direct supervision and leadership for IT Professionals staff. The Assistant CIO is expected to maintain hands-on operational capability and may be required to directly perform, oversee, or assume responsibility for the full range of duties assigned to subordinate classifications to ensure continuity of IT services.
The Assistant CIO maintains a more hands-on role in systems administration and technical operations than the CIO, while also supporting team development, knowledge growth, and succession planning within the department.

- Supports the Chief Information Officer by providing analysis, recommendations, and operational insights related to departmental operations, technology initiatives, and emerging issues. Assists in preparing information and materials that support executive leadership, informed decision-making, and Coordinates IT activities with County priorities and CIO direction.
- Responsible for direct supervision of IT Professional full-time and part-time staff, including performance management, work assignments, coaching, training, and coordination of daily staff schedules and operations. Leads professional growth and staff development initiatives, to promote accountability, and continuity of IT services.
- Oversees the County's technology and digital communications program, including social media, newsletters, and technology-related public information content. coordinates staff responsible for content creation; and serves as the primary liaison with external public relations and communications contractors.
- Serves as central liaison between the County's departments, vendors, and internal and external stakeholders to align technologies solutions with business needs and ensures clear communication throughout the project lifecycle. Leads and manages assigned technology projects, including planning, coordination, execution, and delivery. Collaborates with department heads and stakeholders to assess needs, recommend solutions, and support successful implementation of technology services.
- Manages County messaging systems, collaboration platforms, and business applications ensuring secure and reliable operation and alignment with operational requirements.
- Coordinates the implementation of enterprise applications, infrastructure upgrades, cybersecurity initiatives, and audio/visual technologies.
- Supports the Human Resources department's pre and post implementations of HRIS operations, system integrations, enhancements, data integrity, HR applications access and administration, and user adoption across HR technologies. In this capacity, provides assistance to HR department with analytics and reporting insights to leadership, and serves as a backup resource to Human Resources for HRIS transactions and technical support.
- Manages Public Safety Technology (SO, Dispatch, and EMS)
- Performs advanced systems administration duties, including server, network, cloud, identity, security, and core application administration, and serves as the primary technical escalation point for complex or sensitive operational issues.
- Supports the department's recruitment, onboarding, training, and performance management, and assists with corrective or disciplinary actions as delegated.
- Supports the County's cybersecurity program by assisting in the development, implementation, and continuous improvement of security controls, monitoring risks, and coordinating mitigation efforts in alignment with industry best practices and regulatory requirements. Escalates risks and recommendations to the CIO as appropriate.
- Assists with departmental budgeting and financial management, including supporting budget development, tracking project costs, and identifying opportunities to improve efficiency and compliance.
- Assists in the development and maintenance of IT policies, standards, and procedures to ensure secure, effective, and consistent use of technology resources. Maintains working knowledge of emerging technologies and evaluates opportunities to improve infrastructure, applications, and service delivery.
- Identifies operational risks and improvement opportunities and coordinates corrective actions under CIO direction.
- Prepares and presents departmental updates, reports, and briefings to County leadership and the Board of County Commissioners in conjunction with, and as directed by, the Chief Information Officer.
- Participates in professional meetings, training, and industry events to remain informed on emerging trends, technologies, and best practices, applying relevant knowledge to improve County technology operations and support continuous improvement.
QualificationsQualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge skills, and/or ability required.
Education and Experience: Possession of a Bachelor's degree in Information Technology, Information Systems, Cybersecurity, or a closely related field; and a minimum of seven (7) years of professional experience, of which at least four (4) years must be progressively responsible experience in information technology operations, infrastructure, or security, and up to three (3) years may be in a supervisory, project management, administrative, human resources, finance, or business operations role that supports organizational governance, policy development, budgeting, or enterprise systems; or an equivalent combination of education, training, and experience.
Required Certificates, Licenses, and Registrations: Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- One of the following (or equivalent) is mandatory:
- Certified Information Systems Security Professional (CISSP) Certification
- Certified Information Security Manager (CISM)
- CompTIA Security+
- GIAC security or infrastructure certification
- Successfully complete the Essential Management Skills and Advanced Essential Management Skills classes through Pool/Pact within twenty-four (24) months.
Special Requirements:Possession of a valid Nevada driver's license.
Must be able to pass a criminal background check.
Ability to work remotely as needed, including outside of scheduled work hours, based on departmental needs and at the direction of the CIO.
Knowledge, Skills and Abilities- Knowledge of: Knowledge of the principles, practices, and tools used in the design, implementation, and operation of enterprise technology systems, including networks, servers, cloud services, business applications, and collaboration platforms. Demonstrates working knowledge of cybersecurity fundamentals, including risk assessment, security controls, incident response concepts, and regulatory or compliance considerations relevant to public sector environments. Possesses a solid understanding of the operational characteristics, capabilities, and limitations of hardware, software, and network systems, including voice and data transmission technologies. Applies knowledge of administrative and management principles related to project coordination, operational planning, performance monitoring, and staff supervision. Maintains familiarity with applicable laws, regulations, and standards governing technology use, data protection, and public-sector operations. Demonstrates an understanding of budget tracking, cost control, and vendor management within a government or enterprise IT environment, along with advanced knowledge of systems administration across server, network, identity, security, and cloud-based platforms, and the ability to balance hands-on technical work with leadership and operational oversight.Skills in: Planning, coordinating, and overseeing technology projects and operational initiatives under executive direction; supervising staff and leading technical teams through task assignment, performance feedback, mentoring, and training; translating business and operational needs into practical, secure technology solutions; identifying operational risks and issues, developing recommendations, and escalating matters appropriately to executive leadership; communicating technical concepts clearly to both technical and non-technical stakeholders; building effective working relationships with internal departments, vendors, and service providers to support organizational goals; and performing advanced technical administration and troubleshooting while leading staff, developing talent, and communicating complex technical concepts to non-technical stakeholders.
