Summary
Professional and administrative position supervising and coordinating the financial operations of the City for Treasury Management and Budget. Performs in a leadership capacity in the Finance Department, leading and motivating team members while ensuring day to day operations are completed smoothly and efficiently. Coordinates projects, creates long term financial plans and performs other duties as assigned. Serves in the absence of the Chief Financial Officer.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Develops managers and supervisors leadership skills.
2. Develops, revises, implements and administers citywide departmental financial controls.
3. Sets work priorities, leads, motivates and evaluates work of Treasury Management division and Budget division.
4. Reviews, researches, modifies, proposes changes or recommends adoption of legal documents, contracts, RFPs and collective bargaining agreements, etc.
5. Leads and manages complex financial research, strategic initiatives, and special projects; conducts analysis, develops recommendations, and oversees cross-functional project implementation to support organizational priorities, and operational efficiencies as assigned or requested by the Chief Financial Officer.
6. Represents the Finance Department at internal and external meetings, intergovernmental committees, public workshops, and stakeholder engagements.
7. Prepares and delivers presentations, reports, and recommendations to the Mayor, City Commission and Executive leadership when needed.
8. Provides guidance to finance staff, and high-level supervision of budget preparation.
9. Navigates interdepartmental relationships and external department relationships within the City.
10. Evaluates policies, programs, and operations.
11. Coordinate projects with a financial component.
12. Create long term financial plans to be utilized in organizational planning
13. Works with external consultants, auditors, counsel and attorneys related to City financial issues.
14. Performs other related duties as assigned.
Salary
D epending on qualifications the starting salary for this position will be in the range of (Pay Grade GM04):
