Arrest Processing Manager

SalaryRange: $82,434.80 -108,195.66

This is a salaryexempt position. Pay rates are based on education, skill, experience level andinternal equity. Internal equity considerations include an assessment of theapplicant's salary history and qualifications in comparison to the market rateand requirements for the job.

Position Summary

TheCriminal Justice Manager oversees the operations of Information Gathering andPositive Identification within the Arrest Processing Division of theMecklenburg County Sheriff's Office. They are responsible for managing staffand ensuring efficient and accurate processing of individuals who have beenarrested. This includes verifying and documenting personal information,conducting background checks, fingerprint identification, and coordinating withother departments such as booking and records. The Criminal Justice Manageroversees the division's Information Gathering Supervisors. They ensurecompliance with legal and departmental procedures, train and evaluate staff,and may assist in developing and implementing new policies and procedures. Theyplay a crucial role in maintaining the integrity and efficiency of the arrestprocessing function within the agency.
Manage a diverse unit responsible for collectingand maintaining all arrest data for thousands of arrests in Mecklenburg County,ensuring all criminal history data is reviewed, identifying warrants onindividuals arrested in Mecklenburg County, and maintaining the warrantrepository for Mecklenburg County. Ensuring employees are familiar with changesin legal mandates and developing training for all systems utilized in theoperation. Managing those certified in positive identification (i.e.,fingerprinting). Responsible for advising other law enforcement agencies ofchanges that require changes to processes currently in place and monitoringcompliance. Interface with multiple criminal justice agencies, including theDAs Office, Administrative Office of the Courts, and Clerk's Office, to monitoractivities and ensure accuracy and compliance with legal mandates from theState Bureau of Investigations (SBI) with regards to DCI (Division of CriminalInformation) and NCIC (National Crime Information Center) operations and serveas agency TAC and auditing compliance. As a manager, the responsibilitiesinclude providing necessary staff training, staying informed of all new lawsand procedures, interacting with a multitude of local and state law enforcementagencies, scheduling work, maintaining staff personnel records, and ensuringcompliance with records and retention laws for all files.

Essential Functions

Provides oversight and manages the day-to-day operations of the civilian Information Gathering staff and Fingerprint Examiners in the Arrest Processing Center (APC).
Work with Command staff in APC to ensure all duties are completed in a timely and accurate manner with emphasis on peak demand.
Train new employees and ensure continuous training for existing employees in all applications, and monitor/audit compliance.
Serve as subject matter expert for the agency, as well as other law enforcement agencies, and represent the agency as the local database administrator for Mecklenburg County.
Direct the work of 24 employees on various shifts, provide work schedules, process performance, and counsel individual staff as needed.
Perform Mid-Year and Performance Reviews for 8 direct reports.
Ensure staff provide excellent customer service and monitor staff interaction with customers (other agencies) and co-workers.
Collect and maintain statistics and advise management of trends and/or potential issues.
Assist with developing the division budget, maintain supplies for daily office operations, and make recommendations for additional or new office equipment.
Write or revise policies and procedures for the division as necessitated by law changes.
Serve as Agency TAC for DCI and coordinate federal and state audits.
