Job Summary:

Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. The Area Project Engineer for sub-fab laterals manages and coordinates the activities of a cross-functional team overseeing the design of the sub-fab laterals, covering structural design, process, piping and line valves, electrical, and instrumentation and controls. The design is executed by a third-party architect/engineer, and the Area Project Engineer oversees that work in coordination with the A/E design manager and the lead disciplines, demonstrating leadership and technical credibility across a multi-disciplinary team. The role also coordinates with Bechtel off-site manufacturing, procurement, construction, and construction and startup so that constructability, modularization, and startup requirements are built into the design rather than discovered after issue.

Major Responsibilities:

  • Manages and coordinates the activities of a cross-functional team overseeing the design of the sub-fab laterals across structural, process, piping and line valves, electrical, and instrumentation and controls.
  • Oversees the design performed by the third-party A/E, coordinating with the A/E design manager and lead disciplines and reviewing technical output for compliance with project requirements.
  • Establishes the working processes with the A/E, including document management and change management, and works with the customer and the A/E to resolve technical coordination and manage change.
  • Establishes the detailed execution plan for the lateral scope and supports development of the associated engineering budget and schedule.
  • Confirms that constructability, off-site manufacturing, and construction and startup requirements are accounted for during the design phase.
  • Works with construction and off-site manufacturing to coordinate the constructability and shipping plan, including scope that is part of a module, scope that ships loose with a module, and ship-loose spools installed in the field.
  • Leads multi-discipline model coordination for the sub-fab, resolving clashes and releasing coordinated zones to fabrication and installation on the dates required by the construction schedule.
  • Works with the BIM team to verify that model metadata requirements for downstream users are identified and coordinated with the A/E.
  • Coordinates the design schedule and deliverables with project controls and procurement so that long-lead procurement and fabrication activities are met.
  • Manages the flow of maturing tool data and point-of-connection changes into the design, and controls the resulting effect on cost and schedule.
  • Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides, and project procedures.
  • Reviews and approves design documents, change orders, material requisitions, and specifications for construction or procurement use within the lateral scope.
  • Supervises the preparation of, reviews, and endorses bid analyses and recommendations for procurement of equipment, material, and services within the scope of responsibility.
  • Coordinates the engineering effort with the Project Manager, Project Engineering Manager, Construction, Off-Site Manufacturing, Construction and Startup, Environmental Safety and Health (ES&H), and Project Controls.
  • Supports field walkdowns and resolution of field issues.
  • Reviews engineering progress against approved schedules, evaluates changes, and takes corrective action when required.
  • Ensures that Technical Risk Assessments are comprehensive and complete, that safety practices and procedures are implemented, and that engineering design and corresponding design documentation comply with the project Quality Assurance plan and procedures.


Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) OR a professional license in an appropriate discipline and 10-13 years of relevant experience [OR] 14-17 years of relevant work experience in lieu of a degree.

Required Knowledge and Skills:

  • Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.
  • Working knowledge of high-purity and specialty distribution systems, including ultrapure water, bulk and specialty gases, process chemicals, process vacuum, and general and hazardous exhaust.
  • Knowledge of high-purity and orbital welding practices, cleanliness protocols, and material selection for high-purity and corrosive service.
  • Working knowledge of structural support and strut framing systems for overhead and lateral distribution, and of how that scope interacts with process and plant design and piping routing.
  • Sufficient familiarity with electrical and instrumentation and controls scope in the sub-fab to coordinate those disciplines within an integrated design.
  • Proficient knowledge on planning, application, and coordination of 2-D and 3-D Computer Aided Design (CAD) design processes on a project, including model coordination and clash detection in Revit, Navisworks, or an equivalent platform, and definition of model metadata for downstream users.
  • Knowledge of industry and regulatory codes and standards and design criteria pertinent to the discipline, including ASME B31.3 process piping and applicable mechanical and fire codes.
  • Proficient knowledge of project engineering processes and procedures, including document management and change management on a project where design is executed by an external A/E.
  • Knowledge of related construction practices and the economics involved, including prefabrication, modularization, module scope split, shipping plans, and installation sequencing in congested work areas.
  • Skill in oral and written communication, including the ability to represent the scope credibly to the customer, the A/E, and construction leadership.
  • Demonstrated skill in supervision.


Preferrred Qualifications:
  • Sub-fab, tool hookup, or fab facilities experience on a semiconductor fab.
  • Experience with off-site manufacturing or modular delivery, including module scope split, ship-loose interfaces, and shipping plan development.
  • Prior work experience and responsibility for the supervision on a medium or major size project in engineering management at Bechtel.
  • Knowledge of Bechtel Engineering Department Procedures.
  • Module and prefabrication project experience is a plus.
  • Professional Engineer license.
