Full Job Description
Citi is looking for an experienced Applications Development Group Manager at the Senior Vice President level to lead multiple engineering teams responsible for designing and delivering technology solutions across Wholesale Credit. In this role, you will drive the strategy, development, and continuous improvement of application systems that underpin critical financial products and data platforms at a global scale. This is a high-impact leadership position for a technologist who combines deep applications development expertise with strong people management capability and a solid understanding of wholesale banking and regulatory frameworks.

Responsibilities
  • Lead multiple engineering teams across the full application development lifecycle, setting direction, managing performance, and building team capability to deliver against strategic technology goals.
  • Drive budget planning and resource allocation across teams, monitoring delivery outcomes and ensuring commitments are met on time and within scope.
  • Architect and implement scalable application systems and programs in close coordination with broader technology functions, translating business requirements into reliable technical solutions.
  • Define and enforce engineering standards and development practices, ensuring consistency, quality, and compliance across all team outputs.
  • Apply expert knowledge of applications development to resolve complex, dynamic challenges by drawing on both technical depth and cross-functional awareness.
  • Engage and influence senior stakeholders across business and technology functions, presenting technical strategies clearly and negotiating priorities at the leadership level.
  • Assess and manage technology and operational risk, ensuring all development activity aligns with regulatory requirements, firm policies, and sound governance practices.


Required Qualifications & Skills
  • 10 or more years of experience in Wholesale Credit, with a deep understanding of wholesale products and the data ecosystems that support them.
  • Demonstrated knowledge of Basel III rules and their practical implementation within technology or data platforms.
  • Hands-on experience building or overseeing applications using Java and Python, including work with AI-powered tools and frameworks.
  • Extensive background in applications development, with the ability to lead technical direction at the team and programme level.
  • Proven experience managing global technology teams across multiple geographies, with accountability for hiring, performance, and professional development.
  • Familiarity with industry-standard engineering practices, software development methodologies, and technology governance frameworks.
  • Clear and effective communication skills, with the ability to convey complex technical concepts to both technical and non-technical audiences.

  • Bachelor's degree/University degree or equivalent experience
