The Opportunity:

The CIS program supports our intelligence customer deliver IT services to conduct its globally distributed operations. We are driving an exciting technological transformation of customer IT services by leading the design, development, implementation, and operation of cutting-edge solutions. This includes continuous service improvement through the modernization of IT system infrastructure.

CACI is looking for an experienced, innovative, and motivated Application Network Services Engineer to support the mission objectives and needs of the customer, the Defense Intelligence Agency. In this role, you will be the technical authority for designing and engineering advanced application‑centric network services that ensure availability, resiliency, and high‑performance user experiences across the enterprise. You will translate mission needs, system architectures, and operational objectives into detailed, scalable infrastructure designs backed by rigorous testing and experimentation. You will also lead the evolution of network service capabilities through innovation, continual service improvement, and seamless transition of engineered solutions into operations.

The position is contingent upon award of the DIA SITE III CIO Infrastructure Services (CIS) contract.

Responsibilities:

  • Engineer and deliver PKI authentication solutions, secure traffic offloading, and highly available local and global traffic management systems supporting DoDIIS and DTE COE enterprise environments.

  • Provide traffic management, accountability, and functional oversight of load balancing and reverse proxy solutions across platforms such as Local Traffic Manager, Global Traffic Manager, Big‑IP, and TCL‑driven configurations.

  • Design and configure secure IP address management technologies—including DNS, DHCP, and NTP—for internal and customer workstations, servers, and virtual infrastructure.

  • Analyze requirements, concepts of operations, and system architectures to create detailed infrastructure designs aligned with program objectives.

  • Collaborate with Operations teams and Government stakeholders to refine requirements and ensure availability, reliability, resiliency, and operability goals are achievable.

  • Research optimal design characteristics and conduct Analyses of Alternatives to drive informed decisions on technologies, feasibility studies, and proofs of concept.

  • Incorporate capacity, performance, and service‑level metrics into designs to maximize infrastructure efficiency and user experience.

  • Produce engineering and design artifacts, test cases, training materials, and documentation—including CONOPS—while independently or leading small teams.

  • Investigate emerging technologies, evaluate integration benefits, and perform objective tradeoff analyses as part of Continual Service Improvement and innovation activities.

  • Utilize Lab environments to conduct experimentation, feasibility assessments, and technology investigations.

  • Develop comprehensive unit and system‑level test cases and scripts, ensuring full test coverage and validation in Lab environments prior to deployment.

  • Support the transfer of engineered solutions to Operations through Acceptance testing, Blue/Green fielding, and early production rollout.

  • Develop strategies for assessment, planning, vendor evaluation, procurement, implementation, governance, compliance, and risk management across phased deployments.

  • Support engineering‑to‑operations transition activities to ensure sustained operational performance.

Qualifications:

Required:

  • Must hold a current Top Secret SCI clearance with ability to obtain poly prior to start

  • DOD 8140 Certification applicable to role (minimum Security+)

  • HS and 16+ years of experience, an AA and 14+ years of experience, BS/BA and 12+ years of experience, MS/MA and 10+ years of experience, or PhD and 8+ years of experience

  • Minimum 4 years of hands-on experience designing, integrating, validating, and implementing IT hardware and software solutions

  • Working knowledge of Microsoft Active Directory, Local/Global Traffic Manager, Big IP, Infoblox, and related technologies

  • Willingness to learn new skills and new technologies

Desired:

  • Degree in Science, Technology, Engineering, or Mathematics

  • Familiarity with IC ITE services and classified environments

  • ITIL 4 Foundation Certification (or higher)
