Job Responsibilities
The South Carolina Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.

Under limited supervision, this position supports PEBA's automated operational computer systems, which includes areas of production software maintenance and support and new feature development.

Job duties include:

  • Defining and capturing business and technical requirements and expectations to fully understand the operational needs of PEBA's business units by communicating with business units to discuss requirements, documenting requirements, and participating in defining organization standards for requirements documentation.
  • Designing automated software system features to support the operational goals of PEBA by using analysis and design techniques consistent with organization standards, which also requires participating with other IT staff members to help define IT organization standards.
  • Developing and maintaining computer programs of considerable difficulty and complexity to provide for the efficient and effective functioning of the operational units by using standard tools and processes defined by the IT department.
  • Ensuring automated systems meet the needs of the business units through adequate testing, and performance analysis to provide quality automated systems by coordinating with IT management, ORD, and business unit staff.
  • Providing production support for business operations systems for PEBA's operational units to perform their duties without interruption. Providing guidance to other staff members in the areas of programming standards, programming techniques, and standard processes to assist in the standardization of practices within the IT department.
  • Assisting with the training of business users for the operation of new and modified features and capabilities to enable the business units to use the systems correctly. Planning for and execute the migration and deployment of software changes to minimize downtime and the impact on business operations.

Minimum and Additional Requirements

A bachelor's degree in computer science or management information science and at least six (6) years of experience designing, implementing, and maintaining custom enterprise software systems developed in the Natural programming language. An equivalent combination of education and related experience may be substituted for the required degree.

Ability to work both independently and as part of a cross-functional Agile team. Extensive system level knowledge of data access methods, Adabas, Natural, and Natural Construct. Advanced knowledge of systems analysis, design, debugging, testing and maintenance techniques and practices. Extensive system level ability to analyze operations and organize component parts into an enterprise information system. Extensive system level ability to translate general guidance into specific goals and execution plans. Experience with internet technologies. Ability to communicate and understand instructions. Ability to support a production financial system according to PEBA requirements.
