Reporting to the Manager, Technology Governance, the Analyst will drive the operational execution, cross-functional coordination, and continuous monitoring of enterprise Data Governance, GRC (Governance, Risk, & Compliance), and Technology Lifecycle frameworks. This role acts as a critical bridge between technical systems and business accountability, ensuring that Payments Canada's data assets are rigorously mapped, ownership is clearly established, and technology platforms adhere to organizational policies.
The ideal candidate possesses a strong analytical mindset, blending an understanding of backend data structures (schemas, headers, and data flows) with the diplomatic skills required to establish data stewardship, resolve cross-pillar policy gaps, and manage end-to-end exception tracking within enterprise systems like ServiceNow.
Responsibilities of the Analyst, Technology Governance are but not limited to:
End-to-End Data Management & System Governance- Conduct comprehensive audits across organizational systems to map data lineage, identify data gaps, and formally establish data ownership and remediation authority across business units.
- Partner with project teams during the onboarding of net-new systems to analyze backend data ingestion, field headers, and map end-to-end data flows to ensure robust downstream reporting.
- Build, enhance, and maintain the corporate data catalogue and business glossaries, translating complex data structures into clear organizational logic.
Policy Management & GRC Operations- Actively facilitate the review of technology policies and standards across pillars; collaborate directly with owners and peer reviewers to mediate, track, and resolve open comments and documentation conflicts.
- Own the end-to-end tracking framework for process and vendor exceptions. Monitor and manage technology exceptions, track timelines, and ensure rigorous documentation through the review lifecycle.
- Manage the single source of truth for governance documentation, ensuring data integrity, version control, and seamless backend synchronization with ServiceNow as methodologies evolve.
Process Automation & Insights- Own the development, publication, and continuous maintenance of automated dashboards to report on policy compliance, data governance metrics, and overall framework maturity.

| What you need to be successful- Bachelor's degree in Computer Science, Data Analytics, Information Technology, Information Management, or a related field.
- Minimum of 3-5 years of progressive experience in data governance, systems analysis, or IT compliance.
- Strong foundational knowledge of data governance frameworks (lineage, metadata, data catalogs).
- Practical experience analyzing data structures, database schemas, or data flows.
- Hands-on experience navigating and managing workflows within ServiceNow (or similar GRC/ITSM platforms) (Preferred).
- Proficiency with Google Workspace document management and advanced data visualization/dashboarding tools.
- Proven ability to look at a complex, undocumented landscape of systems and logically trace data origins and bottlenecks.
- Strong interpersonal skills to navigate ambiguous ownership boundaries and confidently lead meetings with cross-functional stakeholders.
- Eligibility to successfully complete background checks that will be carried out by Payments Canada, including criminal, credit, identity, employment, and education checks.
- Travel within Canada may be required.
| Salary rangeOur target starting rate for this role is
$83,300 with flexibility based on your experience and qualifications. The full salary range and benefits package are detailed below.
