The PSC Centre of Expertise is looking for an Analyst, Payroll Expertise and Operational Support to support operational teams in handling complex payroll situations and ensure the consistent application of legislative and regulatory requirements.

The successful candidate will act as a subject matter resource for payroll and compliance matters. They will analyze cases requiring an advanced level of expertise, support operational teams in resolving them, assess the impact of regulatory changes, and contribute to maintaining compliant, efficient, and consistent payroll practices. This includes leveraging approved artificial intelligence tools to accelerate research, analysis, and documentation while rigorously validating the results.

Your future duties and responsibilities:

- Analyze and resolve complex payroll situations submitted by operational teams and provide clear, actionable recommendations.
- Support teams in interpreting and applying payroll rules, tax requirements, and federal and provincial legislation.
- Conduct the research and analysis required to determine the appropriate treatment of specific cases or situations not covered by existing procedures.
- Monitor legislative and regulatory developments related to payroll and assess their impact on operations, processes, and practices.
- Collaborate with Product, IT, and Operations teams to translate regulatory requirements and operational needs into appropriate solutions.
- Participate in testing, validation, and quality assurance activities related to regulatory, functional, or operational changes.
- Identify recurring issues, compliance risks, and opportunities for improvement, and recommend the necessary corrective actions or adjustments.
- Act as a subject matter resource and escalation point for internal teams on matters requiring advanced payroll expertise.
- Contribute to the continuous improvement of practices, processes, procedures, and tools to increase the autonomy and efficiency of operational teams, including through the effective use of automation and artificial intelligence.
- Document key knowledge, decisions, and processes and promote knowledge sharing across the Centre of Expertise and the PSC.

Required qualifications to be successful in this role:

- Minimum of five years of experience in Canadian payroll.
- Excellent knowledge of payroll processes and key federal and provincial tax and legislative requirements.
- In-depth knowledge of CCQ payroll is a strong asset.
- Payroll Compliance Professional (PCP) designation from the National Payroll Institute (NPI) is an asset.
- Strong analytical, research, and complex problem-solving skills, with the ability to effectively leverage digital and artificial intelligence tools to support these activities.
- Demonstrated autonomy, sound professional judgment, and attention to detail.
- Ability to explain complex rules in clear terms and provide practical, actionable recommendations.
- Comfortable working in a support, advisory, and escalation role with various teams.
- Strong interest in compliance, continuous learning, maintaining payroll expertise, and the evolving use of digital and artificial intelligence tools in payroll.
- Strong organizational and priority-management skills.
- Recognized for collaboration, a service-oriented mindset, and the ability to effectively share knowledge.

CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $60,000-$115,000. This role is an existing vacancy.
