Overview

What you can expect! 

 

The Analyst III is responsible for leading cross-functional, advanced analytical work requiring strong business and information analysis, knowledge of organizational processes, and awareness of departmental interdependencies, to support IEHP’s strategic and operational goals. Projects include complex, large-scale strategic planning support, operations support, policy and procedure implementation, budget development, and/or program implementation and administration. This position serves as a subject-matter expert in operations, regulatory compliance, and performance improvement.

The Analyst III functions as a trusted advisor to leadership by translating strategic objectives into actionable plans, conducting advanced analyses, developing executive-level recommendations, and guiding implementation efforts. The role also provides functional mentorship to Analysts and project teams sharing insights and lessons learned and providing quality oversight of analytical outputs while ensuring alignment with IEHP policies, regulatory requirements, and organizational goals.

Key Responsibilities
  • Lead and support a broad range of cross-functional business analysis initiatives and research activities related to department business needs, using a high-level of analytical and critical thinking skills, including:
    • Operational redesign
    • System implementation
    • Compliance modernization
    • Process standardization
    • Develop and define the project scope, goals, and deliverables. Create and maintain organized and comprehensive project documentation and project plans.
    • Perform gap analyses and data interpretation.
    • Manage changes to the scope, schedule, and deliverables and communicate potential risks
    • Maintain technical specifications of any developed reports and/or solutions.
    • Report and escalate project statuses and barriers to management as needed.
  • Perform advanced qualitative and quantitative analyses to evaluate operational performance, regulatory impacts, financial considerations, and program effectiveness. Demonstrate advanced utilization of the systems utilized by the organization for reporting and maintain overall knowledge of the data generated by those systems. Prepare ad hoc reports, charts, and other data visualizations by leveraging information from established standardized reports, to support strategic and operational business needs.
  • Coordinate with internal stakeholders across multiple departments and external vendors or regulatory partners as required. Act as a liaison between business users and technical teams to resolve reporting or system issues.
  • Serve as a lead in developing and guiding others in cross-functional analysis approaches, sharing insights and lessons learned, providing quality oversight in analytical outputs of others, as directed.
  • Translate executive and departmental strategic objectives into actionable workplans, roadmaps, and implementation strategies.
  • Monitor and validate department regulatory reporting calendars and deliverables for applicable State and Federal regulatory agencies, ensuring departmental compliance with all regulatory reporting requirements. Demonstrate a commitment to understand and ensure adherence to the regulatory requirements as they relate to the business department(s) including identification of risks and upstream and downstream impacts of policy changes on other department(s) and/or processes.
  • Lead the development and production of internal and external policies, procedures, and technical guidelines.
  • Utilize LEAN principles to identify root causes for problems and propose solutions that may include updates to processes or systems.
  • Lead analysis of audits and related projects, ensuring effective and efficient audit execution and make judgments around objectives and scope.
  • Serves as a business lead for technology-enabled initiatives, including department management systems, reporting platforms, and data modernization efforts. Defines business requirements, supports system testing (UAT), and collaborates with IT and vendors to ensure solutions meet operational and regulatory needs.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirements 

    • Five (5) or more years of experience in conducting business analysis, including experience in complex multi-stakeholder analyses required
    • Experience performing advanced-level analytical work involving complex projects, regulatory analysis, or transformation initiatives
    • Demonstrated experience in building dynamic dashboards and leveraging data outputs to drive business recommendations
    • Experience in a healthcare setting required
    • Experience in managed care or regulated environments is strongly preferred
    • Experience in the operational area preferred
    • Experience working with PowerBI, SQL Server, and/or SSRS a plus. Experience working with relational databases preferred
    • Bachelor’s degree in Health, Business, or a related field from an accredited institution required
    • Master’s degree in Health, Business, or a related field from an accredited institution preferred
    • LEAN, PMP, Six Sigma, Change Management, or other relevant professional certifications preferred

     

    Key Qualifications

    • Working knowledge of Managed Care structure and core processes.
    • Advanced knowledge and understanding in the following areas:
      • Report writing and interpretation from data warehouse, applicable database, specific reporting writing tools, standardized reports or self-service data visualization tools
      • Data and business analysis, data presentation, spread sheet and data visualization capabilities
      • Research and data analysis, drawing actionable insights from data outputs and synthesizing information to drive results
    • Excellent problem-solving and time management skills
    • Excellent analytical and judgment capabilities
    • Strong interpersonal skills
    • Outstanding written and oral communication skills to plan and communicate effectively at all levels, including technical business writing
    • Extensive knowledge of Microsoft Visio, Power Point, Word and Excel is essential
    • Ability to build effective working relationships across departments and levels of the organization
    • Good decision-making and judgment abilities
    • Ability to work with management across the organization
