Position Summary
The Analyst, Financial Systems (ANFS) - High Mid is a Non-Key Personnel position supporting Team Blackwatchs NAVSEA PMS 470 (BBGN) Professional Support Services - N0016426R3120 contract, aligned to Task 4 - Business and Financial Management (SOW 4.4). This position is based in DC Metro Area and requires an active SECRET security clearance.
Essential Duties and Responsibilities
- Primary task is providing advice and technical assistance in the preparation of annual budgets.
- Measure organizational performance, assess the effects of various programs and policies on the budget.
- Analysts examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
- May employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
- Examine past and current budgets and research economic and financial developments that affect the organization's spending.
- Develop guidelines and policies governing the formulation and maintenance of budgets.
- May conduct training sessions for company or government agency personnel regarding new budget procedures.
Required Qualifications
- Minimum Relevant Experience: >7 years
- Active SECRET security clearance.
- U.S. Citizenship required.
Preferred Qualifications
- Education: Bachelor's degree in business, finance, accounting, or other related field
- Preferred Relevant Experience: 10 years
- Preferred Specialized Experience: Demonstrated expertise with Program Budget Information System (PBIS); Navy Enterprise Resource Planning (ERP); and NAVSEA Enterprise Data Warehouse (EDW). Experience with managing internal controls. Strong attention to detail, comfortable briefing senior leaders on financial execution status.
